This announcement is open to current qualified Displaced Federal Employees that are eligible for CTAP/ICTAP. This position is located in the Executive Office of the President, Office of Management and Budget, Performance and Personnel Management Division, Federal Workforce Branch. The incumbent provides consultant, analytical, and technological support on a wide variety of human capital programs, strategic planning.

Duties

As a Government Workforce Specialist (Data Analytics), GS-0301-14, your typical work assignments may include the following: 1. Incumbent serves as an expert and takes the lead in developing, reviewing, and analyzing statistical data and reports on historical trends and future projections regarding turnovers, required skills, and skill gaps across agencies. Analyzes and recommends alternative procedures and processes necessary to effect administrative and human resources management decisions. 2. Maintains a working knowledge of all human capital initiatives and consults with agency HR and other key stakeholders regarding their capacity to deliver information or products in direct support of those initiatives. Work directly with staff to develop, generate, and improve personnel reports by utilizing a variety of analytical and Human Resources skill sets, data gathering and validation techniques. 3. Manages tasks toward developing comprehensive plans and strategies for the internal and external integration of daily and long-range projects, actions and activities that execute the mission of the Performance and Personnel Management Division. 4. Prepares draft briefings by gathering background data, searching out missing information, ensuring proper coordination, and continually updating recurring briefings. 5. Works with managers, human resources staff, and other communities of practice to determine innovative approaches to data gathering, reporting, and analytics. This includes identifying appropriate technology and software.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. You may qualify at the GS-14 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-13 grade level in the Federal service or equivalent experience in the private sector that includes: 1. Developing statistical data and reports; AND 2. Developing personnel reports by utilizing Human Resources skill sets, data gathering and validation techniques. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the HR Office.
