About the Position: Serves as a principal technical advisor to the Branch Chief on all aspects of the Civil Works Planning mission, including conservation and development of water and land resources, environmental and ecosystem issues and policy matters, and flood risk management and navigation planning.

Duties

Coordinate with local, regional, state, and other federal agencies. Support District Outreach Program explaining USACE programs and processes. Coordinate funding and manpower problems to minimize schedule slippages. Address policy issues associated with Civil Works projects. Manage section staff, including hiring, training and evaluating performance. Oversee execution of studies by subordinates within established budgets and schedules. Responsible for the District’s plan formulation process for proposed Civil Works projects. Responsible for report preparation and documentation of the Civil Works planning program. Conduct quality reviews of analyses for technical accuracy and policy compliance.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position may require TDY 25% of the time.

Specialized Experience: One year of specialized experience which includes: 1) Applying plan formulation policies or procedures in feasibility studies for a civil works development project or program; 2) reviewing technical documents and feasibility studies for compliance with policy and technical standards; 3) communicating with internal or external stakeholders on matters pertaining to project development; and 4) serving as a plan formulation expert for civil works projects by providing technical and policy guidance to project delivery teams, staff or leadership. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: DecisivenessLeadershipProject ManagementReading Comprehension Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
