This position is located within the Geriatric and Extended Care Service Line at VA Pittsburgh Healthcare System (VAPHS) and reports to the Associate Chief of Staff of the Geriatric and Extended Care Service Line.
Duties
Serves as the VAPHS primary point of contact for the State Veterans Home (SVH) Per Diem Program, functions as the Contracting Officer Representative, and acts as a liaison with state home personnel to clarify sharing agreement services and per diem regulations. Responsible for the timely processing and reconciliation of all SVH documentation, including daily admissions, discharges, and the accuracy of payment processing actions, and independent fiscal authority to authorize per diem payments for care Veterans receive at the Southwestern Veterans' Center (SWVC).
Works closely with the VISN 4 SVH liaison to assure compliance and fiscal integrity in the management of resources committed to the SVH program through monthly and quarterly audits.
Conducting and coordinating performance management for staff assigned to the GEC SL.
Develops and coordinates the implementation of internal policies and programs relating to equal employment, merit promotion, position management, timecard processing, employee, and labor relations, and ensure support for these programs from subordinate managers and team leaders.
Advices and counsels to workers related to work and administrative matters and effects disciplinary measures as appropriate.
Develop performance standards for subordinate staff that will emphasize, but will not be limited to, those areas related to increasing patient satisfaction and blending the delivery of good care/service with maximizing employee productivity.
Provides formal planning direction for the GEC by identifying potential issues and recommends course of action to increase the efficiency and effectiveness of the administrative operations of the SL. This requires the incumbent to reach out to other VAMCs and/or community resources to identify all programmatic elements (staff, facilities, equipment, quality improvement, process improvement, etc.) and to work with task forces or subcommittees to develop solid business plans and assist staff with acquiring the needed training and education for successful implementation.
Responsible to catalog and respond to all action items (i.e. grievances, complaints, PATS-R, Congressional Inquiries, White House Inquiries, internal units, Adult Protective Services (APS), etc.) and, coordinates service line information management functions which include oversight and support for workload input and data validation.
Research new policies, revises long standing policies, assist with completion and updates Standard Operating Procedures as needed. And assists in the development, submissions, and maintenance of the Disaster Emergency Response Plan (DERP).
Incumbent serves as the Records Liaison Officer of the GEC SL overseeing and ensuring compliance with record management for the service line.

Develops and maintains contact lists, equipment lists, and staff personnel protective equipment lists for the GEC SL.
Develops methods to obtain and retain qualified candidates for the health care teams.
Serves as the primary liaison with the AFGE to negotiate and support effective labor relations, partnering as the primary conduit of drafting notices of change and engaging in applicable bargaining as a designated representative for the ACOS.
Performs other duties as assigned.
Work Schedule: Monday- Friday 8:00am- 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/06/2025.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of financial planning, budget analysis and understanding of government and VA budget system, knowledge and skill in applying project management methodologies and techniques, plans work to be accomplished by subordinates, sets and adjusts short term priorities, and prepares schedules for completion of work, understand the AFGE Master Agreement and apply parameters.
