This position is located at the Veterans Administration Pittsburgh Health Care System (VAPHS) in the Environmental Management Services (EMS) and is responsible for the Waste Management and Recycling Program including the full range of municipal/general trash/waste, recycling material and medical/biological waste.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Major Duties: Implement an effective recycling management program that addresses the needs of the medical center and communicate plan appropriately to staff. Collect data pertaining to processing, transportation, and reporting of recycling poundage on a continuous basis. Maintain accurate records to account for the hospital's total waste generation, recycling pick-ups, processing, supply acquisitions, vendor billing, and payments made and received, including submitting data electronically. Develop and implement appropriate controls for safeguarding program materials and assuring the integrity of material custody. Track receipt of all waste and recyclable materials from time of collection on site to local processing to delivery to local recyclers. Collect data, evaluate trends in data and develop action plans or processes to improve the recycling and waste stream of a facility. Measure and monitor parts turned in as scrap such as lead acid batteries, metal parts, plastic, etc. in order to capture all information and develop reports on how much is being diverted from landfill and recycled in accordance with laws and compliance with facility policy. Plan, organize, and evaluate the work of the Waste and Recycling Program work crew which is comprised primarily of Incentive Therapy Program patients. Coordinate with the appropriate personnel to ensure that the distribution of recycling containers from designated pick-up points to the using units and moving these containers from the collection room(s) to the designated recyclables pick-up point is completed in compliance with the appropriate regulations and guidelines. Coordinate the quality assurance of waste management operations and focus on recycling and waste diversion. Coordinate with supervisors on staffing at collections sites, recycling and waste collection schedules, data collection work, waste stream study or analysis work, developing work schedules, inspections and reports of safe waste handling practices, universal precautions and PPE, etc. Examine and audit waste streams to determine if additional items exist that may require an additional collection methodology. Perform review and analysis of collected data to evaluate the status of recycling management and control functions. Develop and implement procedures that will enable a medical center to achieve the diversion target goals for municipal solid non-hazardous waste (MSW) and construction and demolition waste (C&D) set forth by policy. Performs other related duties as assigned. Qualifications

To qualify for this position, you must possess one of the following: SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience equivalent to at least the GS-7 grade level in the Federal service. Specialized experience is experience performing administrative or program support work for or in relation to a waste management and recycling program. Examples of qualifying experience include: managing general trash/waste, recycling material and medical/biological waste; coordinating efforts throughout the program area to identifying solid waste stream characteristics; applying understanding of waste composition; identifying recyclable materials; obtaining information for projecting, estimating and performing cost analysis of recycling and waste management, markets and pricing; conducting cost analysis and feasibility-waste management studies; selecting items for collection; and developing and publishing announcements. OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Successful completion of a master's degree or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR COMBINING EDUCATION AND EXPERIENCE (Transcript Required): An equivalent combination of specialized experience and graduate education as described above may be used to meet the total qualification requirements (i.e., six months of specialized experience and one year of graduate education. You will receive credit for all qualifying experience, including volunteer experience. ??????Physical Requirements: The work can be sedentary, but assignments will regularly involve extended periods of walking, standing, bending and carrying to execute logistics for outreach events. Incumbent is also required to regularly pick up loads of up to 15 pounds such as boxes of outreach and enrollment materials that may be used for outreach activities and/or to push carts of supplies for outreach events.
