This position is located in the Department of Housing and Urban Development, Office of the Chief Human Capital Officer.
Duties
As an Human Resources Specialist (HR Development), you will:
-Provide expert-level advice and guidance to learning and development individuals in the planning, implementing, and dissemination of education, training, and instruction, to include skills assessments, enterprise-wide operational training and/or performance support materials, and evaluation data.
-Ensure that HUD employee and leadership development activities and programs satisfy agency and OCHCO objectives and comply with governing laws, regulations, and policies.
-Make decisions or advise the Division Director on highly visible issues within the purview of the organization thorough knowledge of human resources development principles and practices, a keen understanding of employee and leadership competencies that correlate to identified program or initiative goals and objectives.
-Serve as a Contracting Officer Representative (COR) and participate in the planning, formulation, and implementation of contracts in support of the training programs.
-Continuously evaluate the quality and timeliness of employee or leadership development services delivered to training participants, customers, partners, and stakeholders.
-Develop and maintain productive relationships with other key members of the OCHCO staff, HUD's leadership workforce, HUD Training Officers, internal and external training partners and stakeholders, and representatives from the other human capital and learning and development communities.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-14, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:
-Serve as a subject-matter-expert providing technical advice, guidance, and recommendations to management and other key officials on leadership development programs.; AND
-Experience utilizing adult learning principles and best practices to develop, implement, and evaluate leadership development training programs; AND
-Interpret Federal regulation and policy and develop guidelines to effectuate organizational learning programs for all levels of leadership development.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14 you must have been at the GS-13 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
