The HBA serves as a Health Benefits Advisor (HBA), Advanced Medical Support Assistance, which Registration, Eligibility, ED administrative, Decedent Affairs clerk and in the Member Services Section of the Business Office. The employee will report to the Robley Rex VAMC, Louisville Kentucky. The HBA independently carries out a wide range of difficult tasks involving atypical problems and complex situation.

Duties

The HBA is responsible for interpreting and explaining complex regulations and laws relating to Veteran health care benefits i.e., enrollment, eligibility, admissions, co-payment information, financial updates (MEANS) hardship and co-pay waivers, MTF (future discharge), Homeless/ Humanitarian/ Collateral enrollment and guidance of disenrolling of benefits. The HBA serves as primary contact who provides education and administrative guidance to the Administrative Officer of the Day (AOD), Nursing Supervisor and other clinical staff concerning eligibility matters to include the process to treatment of Humanitarian patients as well as other processes necessary for the operation of the medical center during regular and irregular tour hours. The HBA prepares forms for adjudication of those who apply that do not meet the basic qualifications of time served. The HBA sends the appropriate information to HEC for review. The HBA must use clear and concise communication when addressing this issue to prevent confusion or misunderstanding. The HBA can appropriately enroll and advise those who are not Veterans that present to the Emergency Department about Humanitarian responsibility including but not limited to: insurance capture and billing rates. The HBA assists the AOD with initiating actions dealing with any local or national disaster situations, by registering patients via JPATs in accordance with hospital wide operating procedures. The HBA is to be cross trained in all areas of operations within eligibility and admissions. The HBA has working knowledge of office equipment not limited to: laptop/personal and/or desktop computer, scanner and multifunctional copier. The HBA is required to attend Outreach events representing the Eligibility department and Robley Rex VAMC. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Citizens of the United States. Experience and Education Experience. Six months experience of clerical, office or other work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; or Education. One year above high school; or Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable. Certification. None required. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to the basic requirements above, applicants must meet the following experience: Experience. One year of experience equivalent to the next lower grade level GS-5 Medical Support Assistant grade level. Duties at this level include, but are not limited to: performing a full range of duties related to the delivery of healthcare services in an inpatient or outpatient setting; answering phones; greeting patients; relaying messages to appropriate staff inside or outside of the unit; scheduling appointments; including interpreting and verifying provider orders to schedule within scheduling guidelines. AND Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate the KSAs below: Ability to collaborate and communicate with a wide range of medical clinicians across multiple disciplines (e.g. medical doctors, nurse practitioners, physician assistants, psychologists, psychiatrists, social workers, clinical pharmacists, and nursing staff) to accomplish team goal setting to ensure medical care to patients is met. Ability to independently set priorities and organize work to meet deadlines, ensuring compliance with established processes, policies, and regulations. Ability to communicate tactfully and effectively, [electronically, by phone, in person], and in writing, with internal and external customers. This may include preparing reports in various formats and presenting data to various organizational levels, as well as resolving patient concerns. Advanced knowledge of the technical health care process (including, but not limited to, scheduling across interdisciplinary coordinated care delivery and/or care in the community models and patient health care portals) as it relates to access to care. Advanced knowledge of policies and procedures associated with interdisciplinary coordinated care delivery and/or care in the community operational activities that affect patient flow, and patient support care administrative functions to include, but not limited to appointment cycles, outside patient referrals, follow-up care, overbooking, provider availability, etc. Advanced knowledge of medical terminology due to the technical nature of language utilized by clinicians. Note: You must provide detailed information of your experience performed. Information such as "I was a Medical Support Assistant" is insufficient to determine your qualifications. Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week. Note: Quality of Experience. Qualifying experience must be at a level comparable to MSA experience or equivalent administrative clinical support role in a non-VA medical inpatient or outpatient setting at the next lower grade level. For all assignments above the full performance level, the higher-level duties must consist of significant scope, administrative independence, complexity/difficulty and a range of varieties. The actual grade at which an applicant may be selected for this vacancy is GS-6. Physical Requirements: Typically, the Advanced Medical Support Assistant must be able to operate a computer terminal and be able to manage multiple activities at one time. Work is generally sedentary; however, there may be some walking, standing, bending, and carrying of light items. Work Environment: The work may be stressful due to the accelerated pace for several hours at a time during peak clinic hours or on days that have a large volume of clinic activity.
