About the Position: This position is located at Irwin Army Community Hospital (IACH) at Fort Riley, KS. Salary negotiation may be available for those candidates who are new to Federal service. Advanced Leave Accrual may be authorized.

Duties

Prepare design guidelines and specifications and develops cost estimates for delivery orders on Sustainment, Restoration, Modernization (SRM) projects. Receive and analyze contractor or user requests for changes and/or modifications to the contract documents. Develop and maintain electronic databases and inputs into existing databases as required. Inform contractor on requirements concerning scheduling, progress reporting, work acceptance procedures, safety measures, and other matters related to contractual performance. Determine compliance with criteria, regulations, policies, and procedures, availability and proper application of funds, and coordination of changes and additions to assigned projects. Perform construction inspection and project coordination work that involves a varying degree of difficulty, involving a broad range of inspection functions for a variety of construction projects involving varying conditions and requirements. Resolve issues of noncompliance directly with the contractor.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • A Personnel Security Investigation is required.
  • Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
  • A pre-placement medical examination is required.
  • Moderate to heavy lifting up to 30 pounds may be required.
  • Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
  • Must possess and maintain a valid stateside driver's license.
  • May be required to wear and use personal and other protective equipment.

Specialized Experience: One year of specialized experience which includes managing construction contracts, interpreting plans, and inspecting materials or workmanship. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as engineering, construction, or industrial technology. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Contract Performance ManagementContracting/ProcurementPlanning and EvaluatingTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
