This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Department of Defense, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Incumbent serves as project coordinator with full responsibility for the surveillance of assigned construction projects involving military and civil construction activities through a quality assurance inspection unit.
Duties
Serves as project coordinator with full responsibility for the surveillance of assigned construction projects involving military and civil construction activities through a quality assurance inspection unit.
Provide day-to-day direction to lower-graded construction representatives concerning the operations of the work unit.
Reviews final plans and specifications for construction feasibility and practical accomplishment, and interprets technical portions for other participants.
Attends and participates in pre-bid conferences to orient and inform bidders as to features, requirements and special conditions.
Provides oversight and inspection of construction operations to ensure work is carried out in accordance to plans and specifications.
Reviews and analyzes plans and specifications, drawings, designs, site conditions, and proposed construction schedules to determine and recommend action necessary to correct deficiencies through modification of the contract.
Serves as the resident office collateral duty safety officer, ensuring a proactive safety program
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position is subject to a mobility or rotation agreement as a condition of employment.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. One year of specialized experience equivalent to the GS-11 level in the Federal Service which includes:
(1) Experience interpreting contract plans and specifications and determines whether construction complies with contract requirements;
(2) Experience initiating action for corrections in the case of defective workmanship or non-compliance with the contract;
(3) Experience reviewing contractors construction schedules and shop drawings;
(4) Experience preparing Quality Assurance Reports.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 consecutive weeks of Federal service at the next lower grade or equivalent (GS-11).
