The Procurement Technician is a member of the Prosthetic and Sensory Aids Service at their assigned duty station of the Orlando VA Health Care Center, or Viera Outpatient Clinic. The incumbent manages the Prosthetic inventory program.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Major duties and responsibilities include: Performs clerical or technical level work to procure supplies and services to meet the procurement requirements of the organization. Provides procurement support work throughout the procurement cycle by processing stock orders and procuring specialized individual patient orders, monitoring the status of deliveries, issuing stock items to the customer and insuring the right item is received at the right time and in the right quantity. Procurement of stock, data entry into Prosthetic Inventory Program (PIP) upon delivery, stocking shelves, posting to the veterans Prosthetic Record 2310, utilizing current correct Healthcare Common Procedure Coding System (HCPCS) for all stock, adjusting inventories as needed, determining cost values of used equipment and conducting inventory reviews. Through the use of bar code technology, downloads daily issue data into the PIP management system using bar code scanner. Maintains an ongoing support service through knowledge of and skill in public relations techniques in dealing with vendors, patients and their families, and the administrative and medical staff in all patient care sections of the facility. Deals with and renders medical advice specific to the item being requested/issued to the Medical Staff, patient and family as requested on a daily basis, which requires a great deal of understanding and flexibility. Reviews patient medical records via Computerized Patient Record System (CPRS) and Decentralized Hospital Computer Program (DHCP) to determine legal eligibility and medical entitlement for prosthetic items and services based on adopted criteria and advises veteran. Identifies priorities on pending requests to comply with VA Headquarters mandated five (5) day deadline. Insures that pending requests are posted to the suspense log and enters data to verify the workload statistics used to determine facility funding for the Prosthetic activity. Attends appropriate Acquisition training and utilizes government purchase cards as appropriate. Performs other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. You may qualify at the GS-05 level if you fulfill one of the following qualifications: -Specialized Experience: One (1) year of specialized experience that equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-4 grade level in the Federal service. Specialized experience includes: procuring supplies and services; processing orders, monitoring status of deliveries, and issuing items to customers; conducting inventory reviews and restocking supplies; using an automatic inventory system that uses bar code and scanning technology; and communicating directly with staff, vendors, and customers in order to meet customer needs. -OR- -Education: Successful completion of four (4) years of education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university. (TRANSCRIPTS REQUIRED) -OR- -Combination: Equivalent combinations of education and specialized experience (as described above) to meet the requirements at the GS-5 level. -AND- In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English to meet the requirements of this position.
