The selectee is a member of the Prosthetic Treatment Center at the Orlando VA Medical Center. The selectee may provide assistance and services to a number of areas including Medical Staff, Home Based Primary Care, Contract Nursing Homes, VA Nursing Home, Social Workers, and Spinal Cord Injury Center. The selectee manages the prosthetic inventory program. Funds in excess of $13 million are expended annually by this service in providing necessary services to disabled veterans.

Duties

Duties include, but may not be limited to the following: Performs clerical or technical level work to procure supplies and services to meet the procurement requirements of the organization. Processes procurement transactions of a standardized nature involving different and unrelated procedures and methods. Provides procurement support work throughout the procurement cycle by processing stock orders and procuring specialized individual patient orders, monitoring the: status of deliveries, issuing stock items to the customer and insuring the correct item is received efficiently. Accomplishes line item issues, inventory and restocking of shelves ensuring accuracy of the Prosthetic Inventory Program (PIP) implementing daily inventory control measures to ensure that appropriate levels are available to meet the needs of the patient. Procures stock, data entry into PIP upon delivery, stocking shelves, posting to the veterans Prosthetic Record 2319, utilizing current correct HCPCS for all stock, adjusting inventories as needed, determining cost values of used equipment and conducting inventory reviews. Utilizes bar code technology to download daily issue data into the PIP management system. Accepts telephonic orders or inquiries from customers and follows up ensure proper action is taken to satisfy the customers' requirements. Delivers specialty supplies and equipment directly to customers to meet specific patient treatment needs. Maintains an ongoing support service through knowledge of and skill in public relations techniques in dealing with vendors, patients and their families, and the administrative and medical staff In all patient care sections of this facility. Renders medical advice specific to the item being requested/issued to the Medical Staff, patient and family as requested on a daily basis, requiring advanced understanding and flexibility. Reviews patient medical records via CPRS and DHCP to determine legal eligibility and medical entitlement for prosthetic items and services based on adopted criteria and advises veteran. Identifies priorities on pending requests to comply with VA Headquarters mandated five (5) day deadline. Ensures that pending requests are posted to the suspense log and enters data to verify the workload statistics used to determine facility funding for the Prosthetic Activity. Provides patient care that which is appropriate to the cognitive, emotional and chronological maturation needs of the adult and/or geriatric patient. Demonstrates the knowledge and skills necessary to provide care appropriate to the adult patient population age 18 to 75 and geriatric age 75 and over. Attends appropriate acquisition training and utilize government purchase cards as appropriate. Successfully completes the Contracting Officer's Certification program and is tested and warranted as a Procurement Technician for the Government. Ensures that all purchases are reconciled properly and timely in accordance with VHA Handbook 1730.1, Use and Management of the Government Purchase Card Program. Adheres to all applicable laws, regulations and ethical considerations as a Procurement Technician. , Performs other related duties as assigned. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/04/2024. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: qualifying specialized experience includes processing stock orders, monitoring status of deliveries, issuing stock items to customer, data entry Prosthetic Inventory Program (PIP) upon delivery, stocking shelves, adjusting inventories as needed, accepting telephone orders or inquiries from customers, reviewing patient medical records to determine legal eligibility and medical entitlement, delivering specialty supplies and equipment to meet specific treatment needs. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed four (4) years above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college, or university. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond two (2) years and specialized experience as described above that demonstrates the ability to perform the duties of this Procurement Technician position..
