The Raven Rock Mountain Complex (RRMC) is a unique hardened, survivable, deep underground command center and relocation site with rigorous redundancy, reliability and security standards charged with a mission to support the Secretary of Defense, the Chairman of the Joint Chiefs of Staff, select DoD components and as appropriate, non-DoD agencies of the Federal Government.

Duties

Incumbents typical work assignments may include the following:: Performs installation, maintenance, troubleshooting and repair of industrial electrical and electronic systems and equipment associated with underground buildings and structures and Class A power generating plants, primary and secondary distribution systems such as blast protection systems, electromagnetic pulse filters, ground fault sensing circuits. Installs maintains, troubleshoots and repairs high voltage electrical generating equipment and controls associated with a Class A power plant. Installs, maintains, troubleshoots and repairs secondary (480/208/120 volts) distribution and branch circuit systems to include switchgear, transformers, circuit breakers, water pumping wells, lighting fixtures, panels, timers, contactors, starters, outlets, switches, motors, variable speed drives, kitchen equipment, cranes, remote controlled valves, pneumatic systems, ventilating systems, controls and helipad, street, security and obstruction lighting. Stands watch with the Electric Power Controller in the power plant on a rotating shift basis.

Requirements

  • This position is Mission-Essential. This position requires you to respond to call-ins on a 24/7 basis and subject to overnight or multi-day relocation; relocation could be for an extended period of time.
  • This position has been designated Key. A Key position cannot be vacated during a national emergency or mobilization. The position may not be filled by a Ready Reservists or military retiree with recall obligations.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the questions. The screen-out element for this position is the ability to do the work of the position without more than normal supervision. JOB ELEMENTS: Those who meet the minimum level of experience and training for the screen-out element will then be evaluated in each of the following job elements: Ability to Use and Maintain Hand Tools (Electrical Work) Ability To Use Electrical Drawings Knowledge of Electrical Equipment Trouble shooting (electrical) PHYSICAL EFFORT/REQUIREMENTS: Moderately heavy physical effort is exerted while working aloft, on poles, at ground level and in ground trenches, or manholes; requiring bending, stooping, climbing and standing for long periods. Coordination of eyes, hands, legs and body are needed in repairing, installing and testing electrical equipment in confined areas such as manholes and overhead structures. WORKING CONDITIONS: Work is normally performed inside an underground facility with occasional exposure to outside environments. There is a hazard from exposure to high-noise levels, high voltages, electrical shocks and burns and cuts bruises from hand and power tools. Subject to extremes of temperature and high humidity when working in air intake and exhaust chambers, and from working around operating equipment. Subject to serious injury or death by contact with high-voltage lines, or falls from poles, ladders and less serious cuts and bruises when handling tools and materials. ACTIVE DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD-214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The service member's military service dates are necessary in order to determine whether he or she meets the definition of "veteran" under 5 U.S.C. 2108(1). The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Your preference and/or appointment eligibility will be verified prior to appointment. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible." Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave. Current or Former Political Appointees: Beginning January 1, 2010, agencies must seek prior approval from OPM before they can appoint a current or recent political appointee to a competitive or non-political excepted service position at any level under the provisions of title 5, United States Code. If you are currently or have been within the last 5 years, a political Schedule A, Schedule C, or Non-career SES employee in the executive branch, you MUST disclose that to the Human Resources Office.
