The incumbent is directly responsible for all aspects of the operation, maintenance and repair of the utilities that provide the electrical power generation and distribution functions for the Raven Rock Mountain Complex (RRMC). These include multiple large diesel driven generators, and/or both high and low voltage distribution systems, as well as the various transformer substations and UPS systems needed to support the RRMC mission.

Duties

Incumbents typical work assignments may include the following: Serving as a working leader of 3 or more employees in accomplishing trades and labor work. Ensuring that needed plans, blueprints, material and tools are available and that needed stock is obtained from supply locations. Participating in management/worker programs such as customer policy, productivity awareness, cost reduction, suggestion and incentive awards programs, quality assurance, safety programs, review and improvement of work methods, organizational design and the structuring of the most efficient operation. Utilizing a PC to perform tasks (such as logon and logoff different specialized remote computer systems, perform data entry, run data queries and generate repots). Performing installation, maintenance, troubleshooting and repair of industrial electrical and electronic systems and equipment associated with Class A power generating plants.

  • MISSION ESSENTIAL - Employees may be required to report for, or remain at, work in dismissal or closure situations due to adverse weather conditions, natural disasters, or other emergency situations causing disruptions of government operations.

Qualifications

For qualifications determinations, it is recommended that applicants include their months and hours worked per week for each employment listed on their resume. Your background must demonstrate a full range of performing the tasks of an Electrician according to instructions given by a supervisor or leader. This includes installing, maintaining, troubleshooting, and repairing high voltage electrical generating equipment and controls associated with a Class A power plant. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the job elements and screen-out listed below. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the questions. The screen-out element for this position is Ability to Lead or Supervise. JOB ELEMENTS: Those who meet the minimum level of experience and training for the screen-out element will then be evaluated in each of the following job elements: Ability to Lead or Supervise Ability to Use and Maintain Hand Tools (Electrical Work) Ability to Use Electrical Drawings Knowledge of Electrical Equipment Trouble Shooting (Electrical) PHYSICAL EFFORT/REQUIREMENTS: Moderately heavy physical effort is exerted while working aloft on poles, at ground level, and in ground trenches, or manholes requiring bending, stooping, climbing, and standing for long periods. of eyes, hands, legs and body are needed in repairing, installing, and testing electrical equipment in confined areas such as manholes and overhead structures. WORKING CONDITIONS: Work is normally performed inside an underground facility with occasional exposure to outside environments. This is a hazard from exposure to high noise levels, high voltages, electrical shocks and burns, and of cuts and bruises from hand and power tools. Subject to extremes of temperature and high humidity when working in air intake and exhaust chambers and from working around operating equipment. Subject to serious injury or death by contact with high voltage lines or falls from poles, ladders, and less serious cuts and bruises when handling tools and materials. ACTIVE DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD-214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The service member's military service dates are necessary in order to determine whether he or she meets the definition of "veteran" under 5 U.S.C. 2108(1). The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Your preference and/or appointment eligibility will be verified prior to appointment. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible." Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave. Current or Former Political Appointees: Beginning January 1, 2010, agencies must seek prior approval from OPM before they can appoint a current or recent political appointee to a competitive or non-political excepted service position at any level under the provisions of title 5, United States Code. If you are currently or have been within the last 5 years, a political Schedule A, Schedule C, or Non-career SES employee in the executive branch, you MUST disclose that to the Human Resources Office.
