This position is in the Transportation Operations Center (TOC), Office of Intelligence, Security, and Emergency Response (S-60), Office of the Secretary (OST), U.S. Department of Transportation (USDOT). The employee serves as the TOC Team Leader for Operations (Operations Officer) and leads the TOC watch personnel in monitoring the National Transportation System, and reporting incidents, accidents, or threats to the system’s integrity.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience in leading teams in an emergency operation center responsible for responding to incidents of national significance and/or transportation related incidents. To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience in establishing training benchmarks and measurable performance standards in coordination with senior leadership to evaluate competency with processes, procedures, and systems. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Organizational Awareness - Knows the organization's mission and functions, and how its social, political, and technological systems work and operates effectively within them; this includes the programs, policies, procedures, rules, and regulations of the organization. Teaching Others - Helps others learn through formal or informal methods; identifies training needs; provides constructive feedback; coaches others on how to perform tasks; acts as a mentor. Decision Making - Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).
