As a Program Manager, you will provide policy guidance and hands-on assistance on urban location issues and on coordinating PBS planning with downtown and other civic groups.Location of position: Architecture and Engineering Center for Community Planning and Design, Public Building Service (PBS).We are currently filling one vacancy, but additional vacancies may be filled as needed.
Duties
Monitors, coordinates and advises regions regarding implementation of existing, urban location and use policies, including the Public Buildings Cooperative Use Act of 1976, Executive Order 12072 (Locating Federal Facilities in Central Business Areas) and Executive Order 13006 (Locating Federal Facilities in Historic Buildings and Historic strict within Central Business Areas).
Creates and implements long-term strategy to institutionalize the policy in everyday PBS practices. Works across organizational lines to influence agency real estate practices and services. Coordinates and assists regional and local GSA representatives to carry out practices in local communities.
Promotes GSA urban design and planning activities within GSA and to other interest groups, local, state and federal agencies, private businesses and civic and community leaders via materials, publications, presentations and speeches. Facilitates partnerships with these groups.
Provides education and on-site support to GSA regions and communities to carry out local projects in and around federal properties and involving federal interests. Reports on national program implementation.
Assigns work for the division goals and objectives and plans work based on priorities and milestones; establishes performance objectives and evaluates work performance, develops and implements methods for improving productions, quality of work, and morale; provides advice, counsel, or instruction on both work and administrative matters; resolves work problems.
Requirements

The GS-15 salary range starts at $163,964 per year. To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service.
Specialized experience is experience in leading or overseeing an organization's urban design and planning program; creating policies and providing guidance; managing, monitoring, and assessing initiatives that implement organization urban design and planning policies, maintaining or enhancing real property investments, and representing an organization as a technical expert regarding civic, urban, and community issues.
