Salary: $163 964 - 191 900 per year

This position is located in the Department of Housing and Urban Development, Asst Secretary for Community Planning and Development. Duties

As a/an Director State and Small Cities Division, you will: Develop and promulgate through regulations, handbooks, notice and policy memoranda the national selection policies germane to the State CDBG program. Implement all legislation, including amendments, concerning the State CDBG program through development and issuance of regulations, handbooks, notices and advisory material, and keeps such issuances up to date to reflect changes in national policy initiatives, and/or legislation. Provide policy options, interpretations, and guidance to other Headquarters offices and all field offices on the State CDBG Programs to ensure consistency in the programs.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-15 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes: - Developing or modifying regulations, notices, policies, guidance or instructions that implement statutory requirements for the Community Development Block Grant Program (CDBG) or any of its component programs (CDBG-Disaster Recovery, the Section 108 Loan Guarantee Program or the Neighborhood Stabilization Program); AND - Demonstrating experience managing employees, projects or teams; AND - Interpreting, implementing and providing technical guidance on special projects, policies, and regulations related to CDBG or any of its component programs. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15 you must have been at the GS-14 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
