This position is part of the Defense Human Resources Activity. The incumbent will be responsible for developing policy including updates and changes to Department of Defense (DoD) commercial travel policies, programs and procedures. DoD travel encompasses services/agencies worldwide, resulting in unique requirements for various customers, including all eight uniformed Service and the commissioned corps of the Public Health Service and National Oceanic and Atmospheric Administration.
Duties
As a SUPERVISORY PROGRAM ANALYST at the GS-0343-15 some of your typical work assignments may include:
Provides a high degree of technical expertise and knowledge as it relates to monitoring, scheduling and implementing policy development, recommends changes to travel statutes/policy, programs and procedures with regard to all items pertaining to the following: the Joint Travel Regulations (JTR) for Service members from all eight uniformed Services and DoD employees, DoD Instruction 5154.3l and other written material impacting travel and transportation, Defense Travel Policy Compliance, policy simplification, and legislation impacting the commercial travel portfolio.
Develops strategies to implement changes in travel and transportation allowance statutes and identifies, drafts, and staffs proposed changes to travel and allowance statutes as required to best support DoD's mission. Incumbent must have comprehensive knowledge of the laws, regulations, and policies governing DoD passenger travel to include 37 USC Chapter 8, the Joint Travel Regulations (JTR), GSA's Federal Travel Regulation, the Department of State Standardized Regulations, the Defense Transportation Regulation, and the DoD Financial Management Regulation (DoD FMR), to effectively oversee DoD commercial travel and travel systems.
The incumbent has responsibility for all matters related to reviewing, evaluating, and establishing per diem rates for all non-foreign locations outside the continental United States.
The incumbent works with the Office of the Secretary of Defense (Comptroller) and the Defense Finance and Accounting Service to monitor and analyze improper payment data to assess progress relative to established milestones for reducing improper travel payments for the Department, and to manage the Department's automated Travel Policy Compliance Program.
Provides a high degree of technical expertise and knowledge as it relates to developing, scheduling and implementing eLearning via web-based training and distance learning programs; reference materials such as information papers, brochures, guides and manuals; and instructor resources including courseware, and tools for training personnel on all aspects of DoD travel tools, policies, and programs.

Qualifications
You may qualify at the GS-15, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service:
Monitor, schedule and implement policy development, recommends changes to DoD commercial travel policies
Establishes goals, priorities and measurements of the DoD commercial travel and travel systems program performance and effectiveness
Manage and evaluate travel data to inform policy development and compliance.

Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
