The Supervisory Financial Management Specialist position is located within the Consolidated Patient Account Center (CPAC). Serving as the Billing Manager for the third-party Revenue Program (MCCF). The CPAC is a regionally consolidated business entity designed to enhance revenue within the Veterans Health Administration (VHA).

Duties

The Supervisory Financial Management Specialist serves as the Consolidated Patient Account Center (CPAC)'s expert technical authority on matters relating to VHA's Consolidated Billing departments and the interface with process drivers at the medical centers for which the individual CPAC Supports. Major Duties include, but are not limited to: Implements and managers all aspects of billing for clients and a wide range of stakeholders. Ensures the financial health and integrity of Billing practices, procedures, polices and, operations, throughout the facility. Identifies negative and positive trends to assist the development of strategies for revue improvement. Provides guidance, enhancement, and direction in the development of billing software. Implementing and effective compliance program that trains employees in their proper execution of their duties and motivates them to comply with appropriate laws, rules, and regulations. Provides managerial guidance and leadership. Actively provides input to the annual goal-setting process, contributing to the development of the final operating plan, and conducting on-going programmatic and multitude factors. Established and maintains effective working relationships with others throughout the organization as well as externally. Assigns work based upon program priorities, capabilities, and assignment requirements. Provides advice, counsel, or instructions to employees on administrative and technical matters. Identifies the development and training needs of employees, providing or arranging for such training and development. Regularly monitors work operations to increase the quality of work directed. Consistently communicates and treats customers in a courteous, tactful, and respectful manner. Provides the customer with consistent information according to established policies and procedures. Handles conflict and problems in dealing with the customer constructively and appropriately. Designs, plans, schedules, and conducts studies and organizational strategies to identify opportunities to improve customer service and quality. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday, 8:00am - 4:30pm. Compressed/Flexible: Available. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/02/2025. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience requirement for the Supervisory Financial Management Specialist GS-0501-12: Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, you must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Identify positive and negative trends to assist in developing strategies for revenue improvement. Create timetables for securing funding for new or modified government programs. Analyze and evaluate changes in program plans and funding, assessing their impact on financial and budget program milestones. Specialized Experience requirement for the Supervisory Financial Management Specialist GS-0501-13: Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, you must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ensure the financial health and integrity of billing practices, procedures, policies, and operations throughout the facility. Provide guidance and direction for the enhancement and development of billing software. Develop new methods and techniques for budgeting to forecast long-range funding needs for the organization. Plan and conduct projects aimed at improving the efficiency and productivity of administrative support activities. Present complex data and information clearly to senior management and executives. You will be rated on the following Competencies for this position: Financial Management Administration and Management Managing Human Resources Customer Service Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. NOTE: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. PHYSICAL REQUIREMENT: The work is primarily sedentary, although some light physical effort may be required. WORK ENVIROMENT: Work is typically performed in typical setting.
