The position serves as the Assistant Financial Manager in Fiscal Service for the VA Southern Nevada Healthcare System (VASNHS), Las Vegas, NV., and provides the Chief Financial Officer (CFO) with authoritative budgeting advice, authoritative accounting advice, cost accounting, interprets the results, and needs of each of these functions to the CFO. The incumbent is the technical expert in budget and accounting for the organization's management staff.

Duties

Duties, which are not all inclusive: Performs duties associated with the management and control of financial resources. Supplies financial reports to program managers for informational and planning purposes. Prepares reports from a variety of sources identifying problem areas and containing analysis and recommendations for improvement. Analyze and forecast of usage of funds for multiple programs. Interprets reports and other financial data for program review and analysis. Computes and predicts effects of changes in administered programs. Develops detailed plans, goals, and objectives for the long-range implementation and administration of diverse and complex interdisciplinary and multi-setting programs. Serves as the local authority, analyzing and resolving complex issues related to the financial aspects of various programs. Performs the application of various performance and trend-based budget forecasting techniques which culminate in the proposed future fiscal-year reimbursable budget submission and associated justification for the medical facility. The incumbent will supervise the budget, accounting, payroll, and managerial cost accounting operations and provides technical expertise in the budget and in the accounting functions. Plans work to be accomplished by subordinates, track progress of performance. Set and adjust short-term priorities and prepare schedules for completion of work. Assign work to subordinates based on priorities, evaluate work performance of subordinates, identify training needs. Provide advice, counsel, and instruction on technical and administrative matters. Administers financial systems designed to track, reconcile, and report on facility administered programs and/or appropriations for which the facility has oversight responsibility. Validates a variety of financial data that is entered into schedules and accounts. Validates data entered into financial systems and consolidated for a variety of functional programs. Interpret statutory, regulatory, budget or accounting policy changes. Work Schedule: Mon - Friday, 7:30 to 4:00 or 8:00 to 4:30 Compressed/Flexible: To be discussed with selecting official. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/04/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and experience with the theory, principles, concepts, and practices of financial management, Ability to apply a wide range of managerial techniques and exercise supervisory authority, Make decisions on cases which require interpretation of regulation, administrative rules, and organizational policy, which have material impact upon the planning, coordination, direction, and control of department objectives, Reduce complex data to clear communications, written summaries, graphical presentations, reports, and recommendations, and ensure financial policies and procedures are effective and in compliance. You will be rated on the following Competencies for this position: Analytical ThinkingCritical ThinkingFinancial ManagementInterpersonal Effectiveness Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary although some slight physical effort may be required.
