Duties
This position reports to the Associate Solicitor for Management and Administrative Legal Services (MALS) located in the Office of the Solicitor (SOL). SOL is responsible for providing legal advice and guidance to the Department as a whole under various governmental administrative mandates and statutes, including the Federal Advisory Committee Act (FACA), the Freedom of Information Act (FOIA), the Privacy Act of 1974 (PA), the Administrative Procedure Act (APA), the Federal Register Act, the Paperwork Reduction Act, the Regulatory Flexibility Act, and the Government in the Sunshine Act. SOL's National Office is comprised of 10 Divisions and the immediate office of the Solicitor. The field structure of SOL is comprised of eight Regional Offices in Boston, New York, Philadelphia, Atlanta, Chicago, Kansas City, Dallas and San Francisco, with branch offices in Arlington, VA., Nashville, TN, Cleveland, OH, Denver, CO, Los Angeles, CA, and Seattle, WA. MALS is responsible for planning, implementing and evaluating all intra-agency management and administrative services for SOL. MALS management and administrative responsibilities with respect to SOL include the planning, implementation and evaluation of financial management systems, budgeting, human resources and labor relations, and training. MALS maintains programs for management analysis and internal controls and provides administrative and technical support for litigation SOL-wide.
The incumbent will serve as the Human Resources Officer. Duties include, but are not limited to:
Serves as SOL expert and the principal advisor to SOL executives and management officials in all matters of human resources management, assuring correct understanding, interpretations and application of laws, rules, regulations, policies, standards and procedural requirements; provides authoritative information and/or advice to human resource support staff, program managers, operating officials, and applicants on legal or regulatory requirements relating to various HR functions.
Establishes and maintains a cooperative working relationship with managers; meets with managers to discuss various HR strategies. Provides strategic consultative advisory services on a wide range of initiatives, issues, and HR concerns.
Plans, develops, manages, implements, and administers SOL's HR program with full delegated authority for recruitment, examining and placement; position management and classification; employee and labor-management relations; pay and benefits administration; performance management and awards, and related human resource automation and processing functions.
Develops, manages and implements SOL human resource management policy and procedures within the framework of broad DOL policy and issuances.
Identifies and analyzes problems and impediments affecting the acceptance and/or effectiveness of the program, determines appropriate corrective measures, and develops new or improved techniques to improve overall program effectiveness, operations, and services.
Actively consults with and keeps union representatives informed on HR policies and procedures and provides advisory services to customers concerning union rights and statutory obligations.
Coordinates an active recruitment and placement program.

To be eligible at the GS-15 level, you must meet the basic requirements AND the Specialized Experience to qualify for Human Resources Officer, as described below.
For GS-15: Applicants must have 52 weeks of time-in-grade equivalent to at least the next lower grade level GS-14 in the Federal Service, AND you must have one year of specialized experience.
For the GS-15, specialized experience is defined as advising HR Specialists and management on federal civilian Human Resources laws and regulations related to at least three of the following functional areas: (1) staffing and recruitment, and placement, (2) position classification, (3) labor-employee relations/ employee relations, (4) performance management, (5) employee benefits, and (6) payroll, compensation, and leave guidance.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level GS-14, in the Federal Service.

Time-In-Grade Requirement: Applicants who are current Federal employees applying for a higher grade must meet time-in-grade requirements by the closing date of this announcement. If your most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year (52 weeks) time-in-grade, as required by the announcement. Consider providing an additional SF-50 that clearly demonstrates one-year time-in-grade (examples of appropriate SF-50s include: Promotions; Within Grade/Range Increases; and SF-50s dated a year apart within the same grade/position. No award SF-50s will be accepted). Failure to submit the required SF-50 document will result in an ineligible rating under merit promotion procedures. Multiple SF-50s is acceptable.
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
