You will serve as a PROGRAM MANAGER/TEST OPERATIONS MANAGER in the Advanced Electronic Attack (AEA) Integrated Test Force of NAVTESTWINGLANT NWCF.
Duties
You will work with supporting project managers and/or cognizant technical and functional specialists to identify realistic AEA test project management parameters.
You will review and assess strategies and plans for consistency with program’s strategic plans, objectives and priorities.
You will allocate the funds for all AEA resources.
You will regularly assess adequacy and responsiveness of functional support services to meet program requirements and priorities

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1.) Professional competence in Test and Evaluation sufficient to provide overall leadership and technical direction of processes and products for a diverse team workforce. 2.) Overall knowledge and experience of principles and practices of installed MS systems technology sufficient to serve as a technical authority on all aspects of avionics systems DT&E. 3.) Use of creativity and experienced judgment in identifying unique approaches for achieving desired results, extending traditional techniques, and developing new ones to solve novel and obscure problems.4.) Building and exploitation of coalitions both internal and external to the NTWL to meet program/project goals and/or division initiatives. 5.) Ability to lead complex test projects from defining requirements, identifying resources, test planning, execution, analysis, and to reporting. 6.) Experience in developing others through formal or informal training/development initiatives.
