This position is located in the Legal Services and Special Contracts Group, which provides legal advice, counsel, and guidance in connection with the formation, award, defense, and administration of legal services and other contracts for the FDIC. Additional selections may be made from this vacancy announcement to fill identical vacancies that occur subsequent to this announcement.

Duties

Reviews, evaluates and provides interpretive and legal advice and guidance on contracting and leasing delegations of authority and contractor bid protest or contractor claims related to the FDIC. Prepares standard contract documents to retain outside counsel and legal support-services providers such as experts, court reporters, trial consultants, and electronic discovery service providers and reviews requests for renewal, extension, modification or termination of legal services agreements and related contract documents and provides recommendations to the Supervisory Counsel. Works with other Legal Division and Corporate offices involved in the administration of policies and procedures relating to outside counsel, including Legal Services Delegations of Authority; and other areas within the jurisdiction of the Corporate and Legal Operations Section, Legal Services & Special Contracts Group (LSSCG) to achieve FDIC Performance Goals. Supports the Supervisory Counsel in overseeing all outside counsel and legal support-service provider related activities conducted by the Legal Division, including training of in-house attorneys and development of outside counsel and legal service provider policies and procedures for managing and retaining outside counsel and legal support-services providers, resolution of outside counsel and legal support-services provider conflicts of interest, approval of billing rates, and resolution of disputes regarding fees and expenses by reference to the Deskbook. Incorporates cyber-security standards and clauses developed by the Office of the Chief Information Security Officer (OCISO) and the Acquisition Services Branch into Legal Services Agreements, Legal Support Services Agreements, Special Contracts or Memoranda of Understanding/Inter-Agency Agreements, the Outside Counsel Deskbook, and Legal Support Services Deskbook; initially evaluates Information Security Plans and Service Organization Controls reports submitted by Legal Services contractors or applicants; refers cyber-security questions or problems to the Information Security Manager or OCISO. Advises on intellectual property issues, including the FDIC's use of a patent or patentable subject matter, copyrighted material, technical data, or computer software.

Qualifications

Specialized experience must be directly related to the position being filled and is experience gained after issuance of bar membership. This position has a positive education requirement, transcripts must be provided showing degree conferred. Official transcripts must be provided prior to appointment. Education: All attorney and law clerk trainee positions have a minimum education requirement of a Juris Doctorate (J.D.) or Bachelor of Laws (LL.B.) or Master of Laws (LL.M.) from a school  accredited by the American Bar Association (ABA). Bar Membership: All attorney positions require current active bar membership (valid license to practice law). Admission to the bar of any state, District of Columbia, any United States territory or Commonwealth, or Federal Court is acceptable. Active Bar membership must be verified prior to appointment. Employees must maintain active bar membership while employed as an attorney with the FDIC. Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify for the CG-15: Applicant must have completed at least one year of specialized experience equivalent to at least the grade 14 level or above in the Federal Service. Specialized experience is experience in the drafting, awarding, and administration of procurement and non-procurement contracts for goods and services; formulation and implementation of contractual policies and procedures; and monitoring contract compliance for retention and use.  Applicants must have met the qualification requirements (including selective placement factors – if any) for this position within 30 calendar days of the closing date of this announcement.
