The Clinical Pharmacy and Resident Education Program Manager works with a high degree of independence and authority to relieve the Chief of Pharmacy with administrative and managerial duties and responsibilities that do not require professional pharmacist knowledge or licensure. The Clinical Pharmacy and Resident Education Program Manager provides administrative services in a work environment where there are multiple competing priorities and requirements.

Duties

The incumbent is directly under the clinical direction of the Chief of Pharmacy with assistance by the Associate Chief, Clinical and Educational Pharmacy Programs for all TVHS sites. The core duties of this position include but are not limited to: Budgeting and financial management for the Clinical Pharmacy Service and Pharmacy Resident Program. This includes budget formulations, justification, and execution; financial management; and financial reporting related to Clinical Pharmacy Service and Pharmacy Resident Program needs of the service. Manages contracting for the Clinical Pharmacy Service and Resident programs. Monitors balances, and status of educational projects within the service, and recommends reprogramming of funds as needed to ensure educational opportunities are met. Coordinates submission of yearly budgets for PGY-1, PGY-2, Cardiology, and Psychiatric pharmacy residency programs by Residency program directors. Manages contracting for the Clinical Pharmacy Service and Resident Programs. Initiates and prepares contracts to secure adequate resources to facilitate operations to include determining appropriate costs, performing cost analysis, soliciting bids, writing sole source justifications, and communicating orally and in writing with Contractors. Provide for the overall administrative management for the Clinical Pharmacy Service and Pharmacy Resident Program. This may include interpreting administrative policies, developing implementing or local policies, defining administrative requirements, and/or providing advice to top management or related issues. Manage, provide and support clinical and pharmacoeconomic activities. Functions as one one of the Talent Management System Administrators (TMS) for the clinical service and is responsible for assigning and monitoring staff completion of required training. Proactively identifies all areas of non-compliance and communicates issues requiring action to the supervisors. Participates in discussion, meeting, conferences, and conference calls with management officials and employees to share information, investigate facts, and present conclusions and recommendations to resolve problems. Facilitates on boarding of all TVHS Pharmacy Residents and Clinical Pharmacy Specialist and maintenance of boarding documentation. Assures compliance with travel for all clinical staff and residents. Monitors and facilitates all compliance issues related to the American Society of Health System Pharmacy (ASHP) in regards to the TVHS Pharmacy Residency. Corresponds with residency preceptors in order to complete all evaluations in PharmAcademic. Evaluates all action required, unsigned and cosigned notes, and monitors EWL for pharmacy clinics. Attends all meetings required by Associate Chief, Clinical and Educational Pharmacy Programs. Provides new policies, advice on requirements, maintains administrative systems, and prepares administrative paperwork. Performs or oversees the full range of Human resources (HR) requirements, including the delivery and maintenance of all HR actions as required for the Clinical Pharmacy staff and Residents. Incumbent provides advice and assistance to managers and staff concerning Federal and agency personnel processes and procedures. Provides orientation for new Clinical Pharmacy staff and Residents. Acts as a PIV sponsor for the clinical pharmacy staff and residents. Acts as a COR by managing contracts associated with the Clinical Pharmacy Service and Residency Programs offered by TVHS. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/06/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: SPECIALIZED EXPERIENCE for the GS-09: Applicants must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Specialized experience is defined as: Applying analytical and evaluative techniques, developing internal administrative policies and processes, knowledge of organizational policies and procedures, analyzing various reports; planning, organizing, and carrying through to completion analytical studies, knowledge of organizational policies and procedures; planning, requesting, and executing budget salary, overtime, travel, training, and equipment; assisting with special projects and assignments. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR EDUCATION: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully A) Master's or equivalent degree; B) 2 full years of progressively higher level graduate education leading to such a degree; OR C) LL.B. or J.D., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION Combinations of successfully completed graduate level education and experience may be used to meet total qualification requirements. The combination may be computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the education as a percentage of the education required for the grade level; and, then adding the two percentages. The total percentages must equal at least 100 percent to qualify for the GS-09 grade level. To qualify for this position at the GS-11 level, you must meet one of the following: SPECIALIZED EXPERIENCE: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience is defined as: analyzing, evaluating, advising, and coordinating administrative operations; personnel administration and management, budget formulation, financial management and reporting, performing cost analysis, prepares and review purchase orders; interpret, develop and implement local policies. Recognize, identify and report problems, manage correspondence for unit. Coordinating with staff and management; identifying and developing processes and policies to resolve problems. OR EDUCATION: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the second year of graduate education. Typing Requirement: In addition to meeting experience or education requirements, applicants for office automation (OA) positions must show possession of the following skills, as appropriate: 40 words per minute typing speed Applicants may meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. Performance test results and certificates of proficiency are acceptable for 3 years. Physical Requirements: The work is generally sedentary in nature; however, the emotional and physical stress resulting from frequent contacts with distressed individuals, some of whom may be dangerous to self or others, makes the work more demanding than most sedentary positions. The majority of the work is performed in an office setting, but some involves activities in outpatient units. The nature of the workload and environment often makes excessive demands on one's time.
