This National Guard position is for a STATE CONSTRUCTION AND FACILITIES MANAGEMENT OFFICER, Position Description Number NGT5403P01 and is part of the TN ARMY National Guard.

Duties
As a STATE CONSTRUCTION AND FACILITIES MAINTENANCE MANAGEMENT OFFICER, GS-0301-14, you will serve as principal advisor to the Adjutant General, Chief of Joint Staff, and the J4 on all aspects of State ARNG construction, facilities management, environmental, and other associated programs. Direct program/project activities through a subordinate supervisory staff and a work force consisting of federal, state, and other full and part time employees, including a multitude of technical experts such as professional architects, engineers, engineering technicians, environmentalists, skilled craftspeople in highly diversified occupations, and persons in administrative specialties such as budgeting, contracting, data processing, real estate, and personnel. Personally and/or through subordinate supervisors, perform or direct performance of the following programs/activities. Manage and/or provide oversight of program/project contracts from preparation, to award, through close-out. Manage statewide ARNG real estate, including advising the Adjutant General on purchase, leased, and/or donated site acquisitions, needed disposals and associated activities. Prepare budget requirements and funding justifications for each program and submits/defends budget requests to state and NGB officials. Develop, integrate, and/or manage a number of complex state and Federal software systems to effectively and efficiently execute mission requirements, while both tracking and forecasting budgetary, resource management, real property, project management, and other types of reports and information to National Guard Bureau, the Army, the USPFO, and the State. Manages/administers other state ARNG programs and projects, such as Intrusion Detection Systems (IDS) operation and maintenance; provision of facilities physical security, and/or energy conservation. Perform other duties as assigned.

- Applicant must complete a Baseline Pre-Placement Screening for General Schedule positions within 30 days of appointment.
- For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
- The employee may be required to travel in military and/or commercial vehicles to perform temporary duty assignments.
- This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
Qualifications
GENERAL EXPERIENCE: Experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions; experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations; experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures; experience preparing written communications and oral presentations. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
SPECIALIZED EXPERIENCE: Must have 36 months specialized experience in technical/administrative/protective/ investigative/professional in nature; experience in developing long-range work plans and schedules to implement program management goals and objectives for Real Property, Construction, Facilities Management, Environmental, State Contracting, and Resource Management programs for the entire state, program segments include: Architectural & Engineering activities; Military Construction Program; Operations and Maintenance Facilities Program; Environmental; Contracting; Real Estate, to include purchase, leased, and/or donated site acquisitions, disposals, and associated activities; & Financial Management. Responsibilities require coordinating and negotiating with officials of other organizations; advising the J4, Chief of Joint Staff, and the Adjutant General regarding the Real Property, Construction, Facilities Management, Environmental, State Contracting, and Resource Management programs; solving problems and decisions on issues presented by subordinate supervisors or senior workers; evaluating the work of subordinate supervisors and workers and reviewing appraisals of subordinate personnel; making selections for non-supervisory appointments and recommending and/or selecting supervisory personnel; hearing and resolving grievances and serious employee complaints; reviewing and approving disciplinary actions; and making decisions on costly and controversial training needs.
