This position is located with the Bureau of Indian Affairs, OJS, Division of Indian Highway Safety in Albuquerque, New Mexico. This position will be responsible for managing the Department of Transportation and National Highway Traffic Safety Association grants annually for the Bureau of Indian Affairs. This position will report to the IHSP Director or their Designee.
Duties
Duties listed are demonstrative of the position and not all inclusive. Such as:
Monitoring current year and past year grant activity to identify trends, determine strategic actions that may be necessary, and ensure consistency with annual highway safety plans.
Reviewing and analyzing individual grant and overall NHTSA grants tracking system funding balances to ensure funds execution in accordance with approved and/or modified plans.
Developing, coordinating, and executing annual grantee site inspections to audit source documentation and verify compliance with program requirements.
Developing, refining, and transmitting annual deadlines necessary to meet all IHSP responsibilities under NHTSA guidelines on an annual basis.
Overseeing the review and correction of grant reimbursement vouchers submitted by tribes, providing technical assistance to tribes on voucher corrections, and verifying timely NHTSA payment of approved vouchers.
Providing advice or recommendations on proposed regulatory changes to NHTSA policies on their potential impact to tribal grantees and the IHSP.

Qualifications
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards).
Office of Personnel Management Qualifications, GS-0301 Series
GS-12 Grade Level: One (1) year of full-time specialized experience or the equivalent to at least the GS-11 in the Federal Service (obtained in either the public or private sector). This experience must include; Reviewing multiphase project management such as cost estimations, coordinating with various stake holders, Approval and denial of annual grant submissions. Grants and contract administrative oversight in accordance with budget plans execution. Data gathering and analytics identifying errors and trends and providing corrective recommendations in procuring annual grants.
GS-13 Grade Level: One (1) year of full-time specialized experience or the equivalent to at least the GS-12 in the Federal Service (obtained in either the public or private sector). This experience must include; Executing and managing the full scope of grants management, including contract support management, vendor management, communications, reimbursements, and coordinating with internal and external stakeholders at any given time. Data and gap analysis to refine and transmit annual reports at any given time. Experience in contract negotiations and implementation of such recommendations in accordance with regulatory requirements.
