This position is located within the Office of the Assistant Secretary - Indian Affairs, Deputy Assistant Secretary - Management , Office of Facilities, Property and Safety Management headquartered in Reston, VA. The incumbent serves as the Chief of Staff to the Director OFPSM focusing on providing policy guidance and analysis to the Director, Deputy Director and other leadership within the organization on matters regarding the operation and management of programs under the purview of OFPSM.
Duties
Advises the Director OFPSM on initiatives to implement the Evidence Act by applying the processes of collecting and managing data, generating information through research and analysis, and using evidence to make informed decisions.
Directs the development of program performance indicators to monitor management’s success in reaching program goals and desired outcomes.
Plans and conducts complex qualitative and quantitative analytical studies involving any functional/programmatic area of the OFPSM organization.
Ensures that all legislative and regulatory coordination efforts involving OFPSM with RACA, BIA and BIE are satisfied to facilitate and OFPSM Tribal listening sessions and Tribal consultations.
Supports the Director and Deputy Director, OFPSM in high-level Department meetings to help ensure that views on Indian Affairs administrative matters are represented and that other views expressed are reported back accurately.
Ensures that commitments made by the Director and Deputy Director, and OFPSM at Departmental meetings are followed through to completion.

Qualifications
GS-15:
You must have one year of specialized experience at the GS-14 grade level or equivalent performing the following: 1) Developing strategic plans; 2) Overseeing and evaluating national level construction and asset management programs; 3) Preparing and reviewing national level program budgets; and 4) Leading or supervising multidisciplinary staff to include engineers or architects in order to build a cohesive and productive team.
Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date.
