This position is located in the Department of Housing and Urban Development, Office of the Chief Human Capital Officer.

Duties

The following are the duties of this position at the GS-11. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a Human Resources Specialist (Telework Specialist), you will: Monitor inquiries and responds to telework-related requests for guidance on basic program requirements, standard reports, and Flexiplace Agreements. Serve as a backup to the FMO in presenting previously prepared overview presentations about HUD's Telework, Flexiplace Program during the bi-weekly New Employee Orientation (NEO) for all new hires including Executives and Political Appointees. Assist the FMO in performing regular audits of remote and telework approvals to ensure that duty station and locality pay are correct. Review electronic Flexiplace Agreements for completeness and compliance with agency guidance and works directly with employees and supervisors to provide technical support and remedy problems or issues.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: Specialized experience for the GS-11 grade level is one year of experience at the GS-09 level that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position is defined as: Providing support to supervisors and monitoring a telework program.; AND Maintaining flexiplace programs records and data; AND Applying HR regulations, processes, and procedures as it pertains to the review of the Telework Program OR EDUCATION: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related. OR COMBINATION: You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education in excess of 36 semester hours (54 quarter hours), may be used to combine education and experience. Specialized experience for the GS-09 grade level is one year of experience at the GS-07 level that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position is defined as: Assisting in the implementation of telework policies in compliance with evolving regulatory and statutory requirements.; AND Assisting in reviewing flexiplace programs records and data OR EDUCATION: Master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related. OR COMBINATION: You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education. Specialized experience for the GS-07 grade level is one year of experience at the GS-05 level that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position is defined as: Participating in reviewing telework agreements; AND Working with customers to provide guidance and resolve problems OR EDUCATION: One full year of graduate level education; OR Superior Academic Achievement: Based on a bachelor's degree that is demonstrated through class standing (upper 1/3 of class); grade point average (3.0/4.0 overall or 3.5/4.0 in major), or election to membership in a qualifying national scholastic honor society. OR COMBINATION: You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-11 you must have been at the GS-9 level for 52 weeks. For the GS-9 you must have been at the GS-7 level for 52 weeks. For the GS-7 you must have been at the GS-5 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

Education

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
