This position is part of the Western Area Power Administration. As a Public Utilities Specialist, you will serve as a senior specialist, responsible for performing a variety of tasks, requiring expert analysis and evaluation in support of Upper Great Plains Region's market and transmission settlement functions.
**This is not a remote position. The selectee will be required to be physically present at one of the duty location(s) identified.**

Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Note: Time-In-Grade requirements also apply to current career or career-conditional federal employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience equivalent to the next lower grade level in the Federal service for the respective grade level(s) in which you are applying:
SPECIALIZED EXPERIENCE REQUIREMENTS GS-12: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position is defined as:
Collecting, and processing market settlement statements;
Performing data analysis in completing requirements utilizing automated operating energy accounting systems and software and;
Utilizing various software and database management systems, to search, edit, and create reports to monitor systems and program operations.
SPECIALIZED EXPERIENCE REQUIREMENTS GS-13:A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next GS-12 level in the Federal service. Specialized experience for this position is defined as:
Collecting, analyzing, processing and validating market settlement statements;
Designing and maintaining automated operating energy accounting systems, software procedures and guidelines to support the reconciliation and analysis of market and transmission activity;
Utilizing various software and database management systems to extract data, create numerical and/or graphic reports to evaluate systems to identify system and data problems and;
Reviewing financial accounting data for corrections.
