This position is part of the Western Area Power Administration. As a Public Utilities Specialist, you will serve as a senior specialist, responsible for performing a variety of tasks, requiring expert analysis and evaluation in support of Upper Great Plains Region's market and transmission settlement functions. **This is not a remote position. The selectee will be required to be physically present at one of the duty location(s) identified.**

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience equivalent to the next lower grade level in the Federal service for the respective grade level(s) in which you are applying: SPECIALIZED EXPERIENCE REQUIREMENTS GS-12: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position is defined as: Collecting, and processing market settlement statements; Performing data analysis in completing requirements utilizing automated operating energy accounting systems and software and; Utilizing various software and database management systems, to search, edit, and create reports to monitor systems and program operations. SPECIALIZED EXPERIENCE REQUIREMENTS GS-13:A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position is defined as: Collecting, analyzing, processing and validating market settlement statements; Designing and maintaining automated operating energy accounting systems, software procedures and guidelines to support the reconciliation and analysis of market and transmission activity; Utilizing various software and database management systems to extract data, create numerical and/or graphic reports to evaluate systems to identify system and data problems and; Reviewing financial accounting data for corrections. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
