This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is located at the Joint Base Lewis-McChord (JBLM) Public Works Operations and Maintenance Division, Building and Ground Branch, LP Boilers and Heat.
Duties
Maintain and service, single and multi-fueled (gas, oil, and combination) low pressure boilers, burners, and controls.
Install, assemble and repair fuel gas piping to achieve proper configuration and function.
Take measurements and readings with a portable electronic combustion analyzer in order to make adjustments or tune boilers for combustion efficiency.
Collect water samples and test for acidity, causticity and alkalinity and determine the proper amount of chemicals to be fed into boilers for treatment of corrosion and scale formation.
Utilize an electronic Multi-meter test instrument to measure or determine voltage, resistance or current when troubleshooting failures or to verify equipment is de-energized.
Interpret plans, drawings, and equipment manuals to determine system layout and placement or location of specific equipment and components.
Analyze readings from gauges, meters and automated controls to determine if heating systems and associated equipment are within specified parameters.
Use variety pipefitting trade power tools and equipment, such as pipe thread or roll grooving machines, pipe bevellers or lathes, saws, grinders, etc.
Use heating torches to braze or solder copper pipe and fittings together to achieve leak free assemblies.
Determine serviceability and functionality of heating system equipment, devices and components such as pressure reducing valves, controlling valves, safety relief valves, steam traps, expansion tanks etc.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position is subject to a background investigation to determine your suitability for Federal employment.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- This position has a requirement to lift up to 50 lbs. in the regular performance of duties.
- This position has a requirement to obtain and maintain within 1 year 6 months of appointment, a current Class IV Boiler Fireman License or equivalent, which limits the certified operator of a boiler plant not exceeding an aggregate of 20 MBTU/HR.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.
Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Maintenance Worker ~ without more than normal supervision. I have the ability to perform common tasks including operating and monitoring of low pressure boilers and auxiliary equipment. I can recognize and detect abnormal high pressure boiler plant and steam system operating conditions and take immediate actions to eliminate emergency situations and restore normal operating conditions; collect and test water samples and determine the amount and type of chemicals needed to prevent corrosion. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen out Element will result in an ineligible rating.
PHYSICAL EFFORT: Employee is required to stand, stoop, bend, kneel, climb and work in tiring and uncomfortable positions and where equipment is worked on in hard to reach places. Work requires considerable overhead work that must be done from extension ladders, staging, forklifts, and structural support beams. Frequently lifts and carries item weighing up to 50 pounds and occasionally heavier.
WORKING CONDITIONS: Work is performed inside and outside and is usually dirty, dusty, and greasy. Exposed to the possibility of burns from steam and high temperature hot water, and heat exhaustion from working in heating distribution manholes. Exposed to the possibility of strains, cuts, scrapes and bruises; occasionally exposed to the possibility of broken bones from falls from ladders and/or platforms. Subject to the possibility of electric shock. Exposed to explosive nature of combustible gas. Frequently exposed to asbestos when removing insulation and carcinogens from fuel lines. Required wearing protective clothing and breathing apparatus (respirator).
