This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Service as an Electrical Engineering Technician at Fort Irwin, CA. Position is responsible for the performance of office engineering assignments in connection with construction activities at a large construction office.
Duties
Prepares or recommends design changes to contract plans and specifications.
Communicate effectively with contractors, suppliers, electrical subcontractors, project engineers, and quality assurance personnel during construction projects
Interprets details for installation of highly complex power equipment for substations, electrical control system (SCADA), and medium and low voltage.
Advises other project engineers and quality assurance personnel on unusual installation problems.
Reviews shop drawings, engineering calculations, and materials data sheets against specifications recommending corrections or approval.
Conducts Government acceptance tests on critical electrical equipment, primary, and secondary power systems.
Prepares deficiency reports and reports on various electrical acceptance tests.
Prepares evaluation papers on efficiency of operations and operating difficulties of installed equipment.
Maintains surveillance over construction projects to assure that all items of electrical work and equipment are in conformance with contract plans and specifications.
Reviews operation and maintenance manuals.
Prepares cost estimates in connection with approved claims.
Carries out the full range of field engineering functions associated with electrical and related features of construction operations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

Specialized Experience, GS-11: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes 1) Assisting analyzing power of facilities; 2) Repairing building power systems and upgrading panels; 3) Researching and analyzing generator loads and specifications and Power Management System PMS.
Specialized Experience, GS-12: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes 1) Conducting power upgrades to facilities; 2) Analyzing and correcting specifications of generator loads and verifying all grounding and bonding.
Time in Grade Requirement, GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
Time in Grade Requirement, GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
