WHAT IS THE CHIEF FINANCIAL OFFICER (CFO)DIVISION?

Vacancies will be filled in the following specialty areas:
Chief Financial Officer, Deputy CFO, Senior ACFO Financial Management, ACFO Revenue Financial Accounting, Unpaid Assessments and Analysis, Custodial Analysis and Reporting
The following are the duties of this position at the full working level.
Assumes responsibility for the initiation, formulation, planning, execution and control of major special studies or continuous projects. Included are such tasks as formulation of workload estimates for program segments, specification of the methodology to be used, preparation of appropriate specifications and procedures, and review of computer systems specifications and materials and instructions needed for assuring the adequacy of the study's design.
Assists the Chief in determining the scope, goals and schedules for future programs in the staff. Acts as a troubleshooter in resolving bottlenecks at any step in a program or research project.
Resolves very complex problems requiring incumbent's in-depth knowledge.
Participates in executive-level meetings within the functions as representative of the Chief.
Assumes responsibility for the effective use of resources within assigned subject matter projects. Monitors such use to advise superiors of necessary remedial action or changes.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
BASIC REQUIREMENT :
You must have a four (4) year course of study in an accredited college or university leading to a bachelor's or higher degree in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. ORA combination of education and experience. The education must include courses equivalent to a major in economics, as shown above, plus appropriate experience or additional education. To be qualifying your experience may have included the following or must be sufficient demonstrate the ability to perform the following: individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation; supervisory or project coordination assignments involving a staff of professional economists and requiring the evaluation and interpretation of economic information; teaching assignments in a college or university that included both class instruction in economics subjects and one of the following; (1) personal research that produced evidence of results, (2) direction of graduate theses in economics; or (3) service as a consultant or advisor on technical economics problems.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes professional experience of, and/or skill in applying methods and principles of economics and to research projects and programs; Developing, analyzing, and presenting statistical information, recognizing and adopting new techniques to fit the needs of research projects and preparing comprehensive reports. To be qualifying, your experience must be sufficient to demonstrate the ability to perform a variety of independent assignments covering a diverse number of topics on a research project or program where economic and statistical methodology were used to define, profile and evaluate market segments of taxpayers; Knowledge of user-oriented computer programming languages and statistical software packages; and skill in carrying out special assignments which need extreme precision in carrying out program assignments and resolving critical problems.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: Under merit promotion procedures, applicants must satisfy time-in-grade requirements contained in 5 CFR 300, Subpart F. Time is credited based on calendar time served in a grade, regardless of the number of days or hours worked.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".
