DIRECT HIRE AUTHORITY: This position is being filled through the office of Personnel Management's (OPM) Government-Wide Direct-Hire Authority for this occupation and is open to all U.S. Citizens. Since the Direct-Hire Recruitment Authority is being used, traditional Veterans' Preference rules do not apply. Qualified Veterans will, however, be given full consideration for this position.
Duties
This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Regulations and Standards Branch, Regulations Development Section.
If applying to a specific duty station, you may be allowed to telework a set number of day(s) per pay period, with supervisory approval".
At the full performance level (GS-14) the major duties of this position include, but are not limited to the following:
Prepares economic and related analyses and documentation to support regulation and policy development
Prepares economic forecasts and baseline estimations for bureau rulemakings per OMB Circular A-4-Regulatory Analysis.
Provides advice and program development on benefits and costs to support regulations and other decisions affecting offshore energy safety and environmental enforcement.
Obtains, compiles, organizes, and analyzes economic data and statistics, such as labor statistics, to apply to analyses associated with rulemakings.
Conceives, designs, performs, and documents a broad range of economic analyses and research assignments involving conditions and problems involving natural resource management and brings such studies to meaningful conclusions.
Provides economic and distributional analyses and reports that focus on the socio-economic and/or natural resource aspects of the offshore energy economy.
Prepares and submits to OMB a Statement of Energy Effects per Executive Order 13211 and detailed descriptions of the populations affected by bureau rulemakings
Develops technical documents in conformance with the Federal Register Document Drafting Handbook and other style guides.
BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the (1) Basic Educational Requirements AND/OR (2) Specialized Experience for the series to which you are applying.
(1) Basic Educational Requirements:
To be eligible for this position, applicants must meet the Basic Education Requirements for the 0110-Economist series as described below:
A. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
OR
B. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.
NOTE: You must submit your transcripts to show that you meet this requirement. Failure to submit your transcripts will result in an "Ineligible" rating.
(2) Specialized Experience Requirements:
GS-14: To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Briefing higher level officials on economic regulatory analysis related to federal actions or activities.
2. Analyzing, evaluating, and/or implementing economic costs and benefits related to federal regulations.
3. Evaluating and providing technical recommendations and developing technical documents related to energy production and development.
