You will serve as a MANAGEMENT ANALYST in the Ranges and Targets Branch (N943) of the IMMEDIATE OFC OF CHIEF OF NVL OPS. You will serve as the Deputy Branch Head for the Navy Major Range and Test Facility Base and Test and Evaluation Support and be responsible for resourcing and requirements..

Duties

You will be responsible for the oversight, coordination and approval of Navy and Joint test and evaluation infrastructure investments funded under USD R and E, Test Resource Management Center's Central Test and Evaluation Investment Program. You will serve as an overall subject matter expert in test and evaluation instrumentation, infrastructure and electronic warfare- threat representation for the Navy Major Range and Test Facility Base (MRTFB). You will coordinate issues and requirements for planning, programming and fiscal year budget management of the Navy MRTFB sites, MRTFB Improvement and Modernization. You will coordinate issues and requirements for planning, programming and fiscal year budget management of EW Threat Emulation, RDTE Aircraft, Self Defense Test Ship, USS SECURE and OPTEVFOR. You will have special focus on high priority investments at Navy Major Range Test Facility Base, labs, installed system test facilities and open air ranges. You will provide recommendation and analysis to OPNAV N9/N94 on all issues and policy that influence/impact the Navy MRTFB's capacity and capability to support Navy and DoD Test and Evaluation. You will serve as the lead for MRTFB Open Air Range Sustainment and assessment of impacts of encroachment and potential mitigations.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Applying knowledge and experience in test and evaluation, defense acquisition, Major Range and Test Facility Base (MRTFB), project management, including broad insight into Department of the Navy and Department of Defense acquisition programs.2) Understanding test and evaluation open air ranges, installed system test facilities and laboratories.3) Understanding Central Test and Evaluation Improvement Program and the Planning, Programming, Budgeting and Execution (PPBE) processes to support development of the annual MRTFB and T&E Support budget.4) Analyzing monthly project reports to report on issues, project execution and propose solutions to identified problems and review Test Capability Requirements Documents, Program Management Plans and Life Cycle Support Plans.
