This position is in the Office of the Director in the Federal Trade Commission's Bureau of Consumer Protection (BCP). The BCP stops unfair, deceptive, and fraudulent business practices by collecting reports and conducting investigations, suing companies and people that break the law, developing rules to maintain a fair marketplace, and educating consumers and businesses about their rights and responsibilities.
Duties
The Cyber Advisor serves as a consumer and competition technical expert advisor for the Bureau of Consumer Protection and provides technical advice on emerging and cutting-edge technologies, which includes the relevant areas of cybersecurity (strategy, policy, and standards regarding the security of and operations in cyberspace, and encompassing the full range of threat reduction, vulnerability reduction, deterrence, international engagement, incident response, resiliency, and recovery policies and activities, including computer network operations, information assurance, law enforcement, diplomacy, and intelligence as they relate to the security and stability of the global information and communications infrastructure), and its impact on consumers and competition.
In addition, the Cyber Advisor:
Provides unique expertise and guidance to attorneys and senior management on emerging and cutting-edge technologies, which includes the relevant areas of cyber security, and its impact on consumers and competition.
Serves as the FTC's subject matter expert on emerging and cutting-edge technologies representing the agency both within and outside the agency.
Provides input to senior management on prioritizing the actions the FTC takes to align with the organization's mission & priorities.
Contributes expertise to senior management to prioritize the types of technology cases to investigate and take action on to address the most problematic conduct.
Initiates putting priorities into action by recommending and initiating specific steps that can be taken and acting on them:
Identifying particular topic areas of concern, with a focus on areas involving emerging tech issues, which includes those relevant to cybersecurity.
Identifying particular matters to open, with a focus on matters involving emerging tech cases.
Initiating & co-leading creation of toolkits and resources that make agency actions more efficient.
Streamlining actions such as rulemaking in order for senior stakeholders to reach an agreement.
Identifying specific topics and proactively advocating why the FTC should take action on a wide range of tech issues.
Synthesizes information from mixtures of novel, emerging cutting-edge technical and relevant cyber security developments to help formulate actions that address agency priorities:
Advises on novel remedies such as restrictions on what personal information a company can collect, use, or retain.
Spearheads agency approaches that address harms from complex advertising technologies such as by stopping a company from exploiting certain technologies to obtain sensitive personal information.
Counsels case teams to create a new unfair practice in order to protect consumers from a company recklessly hoarding reams of unneeded personal data.
Uniquely counsels senior management on creating bright-line rules to stop harmful practices such as the agency's first ever prohibition that bans a company from using health information for most advertising purposes.

Qualifications
To qualify for the Cyber Advisor (Consumer Protection & Competition) position at the GS-15 level, you must meet the following requirements:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: advising in the areas of emerging and cutting edge technologies, including cybersecurity; planning and leading efforts to establish new concepts and approaches to novel areas; analyzing technical aspects of complex court orders; and representing an organization on emerging and cutting-edge technology and analyzing the impact of these technologies on consumers and competition.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

There is no education requirement for this position or substitution of education for specialized experience at this grade level.
