About the Position: Serve as the principal advisor to the Assistant Secretary of the Army (Manpower and Reserve Affairs) (ASA (M&RA)) on all matters pertaining to total force structure and associated military and civilian manpower in the Active and Reserve Components. Position is located at the Pentagon in Arlington, VA.
Duties
Assess the impact of alternatives and recommends on all training programs.
Oversee programs and budgets for manpower and force structure initiatives.
Supervise direction for manpower allocation and requirements determination.
Assist in the development of organizational policies.
Establish positions based on staffing needs.
Participate in the planning and conduct of analysis systems related to force structure.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- One year trial/probationary period may be required.
- One-year supervisory probationary period may be required. A one-year probationary period is required if the selectee has not previously met this requirement.
- You may be expected to travel up to 10% for this position.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

Specialized Experience: One year of specialized experience which includes overseeing the Force Management and Manpower Processes at the command level; executing the DOD planning, programming, budgeting, and execution processes and the Congressional Budget Process; leading senior level subject matter experts across multiple programs to develop integrated manpower and funding solutions; and communicating complex force management, manpower, and funding strategies to senior leaders. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
