The Under Secretary of Defense (Comptroller/Chief Financial Officer (USD(C)/FCO) is responsible for carrying out the functions assigned by Section 135 of Title 10, United States Code. The purpose of this position is to serve as the Director for the Defense Management Service (DMS) to support Deputy Secretary of Defense (DSD) directives. The Defense Management Service will serve as an internal general management consulting capability,
focusing on DSD priorities across the DoD Enterprise.

Incumbents typical work assignments may include the following:
Provides direction to a professional staff with full supervision and management authority for long-range planning, goal setting, and evaluation of the staff.
Serves as a consultant relating to resources, development of requirements, affordability analyses and decision support to inform and
influence senior leader decisions.
Provides insight and guidance based on the National Security Strategy, National Military Strategy, and National Defense Strategy. Conceives, articulates, and oversees analytical studies relating to issues involving program alternatives that will be used by leadership focused on Defense Management Service assignments.
Analyzes, develops, and defends policies with the objective of maximizing program capabilities and minimizing resource requirements.
Assigns work to subordinates based on priorities, consideration of the difficulty and requirements of the assignments and capabilities of subordinates.

- This position may require up to 25 % occasional travel away from your normal duty station for official business on military or commercial aircraft.
- The incumbent will be required to sign a Classified Information Non-Disclosure Agreement, Standard Form 312.

You may qualify at the GS-15 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-14 grade level in the Federal service (experience may have been gained in the private sector) in the same or similar work equivalent to at least the next lower grade level (GS-14) requiring application of the knowledge, skills, and abilities of the position being filled. Candidates for this position must clearly demonstrate in their resume that they possess specialized experience in: 1) Conducting analytical studies involving program alternatives to identify and resolve issues; 2) Review and adjust long-range budgetary and program requirements to ensure conformance; 3) Analyzing assigned programs and recommended funding and/or policy adjustments; 4) Evaluate work performance, prepare performance standards, evaluations, and improvement plans; and 5) Determine contractor work performance and payment authorization.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
