This is a Remote position within the Rocky Mountain Region, Region 2. Remote worksite must be within Region 2.
The incumbent provides consultation and expert advice to the Region on all safety and health matters, including, accident investigations, boards of review, potential litigation, FOIA claims, appeals and accident prevention.

Duties
Duties are listed at the full performance grade level GS-13:
Provide safety and occupational health guidance to individuals and/or groups responsible for hazardous activities.
Recommend program changes or new courses of action to resolve safety and health management problems.
Develop and implement policies and procedures for accident prevention and hazard control.
Evaluate mishap data and hazards to eliminate or control the identified hazard.
Lead an investigation of mishaps and/or fatalities that contributed to an incident.
Perform safety inspections/audits of facilities, operations, and hazardous work environments to assess the degree of compliance with regulations and standards.
Ensure contractor compliance with the requirements of a safety and health program to eliminate or reduce unsafe acts or conditions.
Requirements
- Must be a U.S. Citizen or National.
- Males born after 12/31/1959 must be Selective Service registered or exempt.
- Subject to satisfactory adjudication of background investigation and/or fingerprint check.
- Successful completion of one year probationary period, unless previously served.

- This position is remote eligible. You will be required to sign a remote work agreement and be responsible for ensuring the approved remote worksite has adequate internet service, connectivity, and other general utility costs at your own expense.

Specialized Experience Requirement:
For the GS-12: You must have one year specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as three or more of the following:
providing technical guidance in the area of safety and occupational health;
and/or evaluating safety operational procedures and programs and recommending changes;
and/or analyzing unsafe conditions and operations and providing recommendations for abatements;
and/or developing, directing, and/or conducting safety training programs.
For the GS-13: You must have one-year specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as three or more of the following:
planning, organizing, and controlling the safety and occupational health program covering an extensive geographic area;
and/or evaluating health and safety program's progress, which includes assessment of current guidelines, procedures, policies, and the training program;
and/or reviewing drawings and planning for new structures, construction, historic building preservation, and major alterations to facilities;
and/or investigating mishaps and fatalities and preparing a chronological narrative of factors contributing to the incident.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
Education
There is no substitution of education for specialized experience.
