Duties
Develops recommendations for process improvements and works with SMEs to implement recommendations.
Ensures Procure to Pay (P2P) business processes are auditable from a financial statement audit perspective.
Exercises due diligence in the management of processes and internal controls within DLA Enterprise Business Cycles (EBCs).
Communicates team assignments, distributes workload among employees, and monitors and reports on the status and progress of work.
Coordinates with the process owners and sub-process owners in executing oversight of DLA Aviation’s annual financial statement audit and continued Audit Remediation and Sustainment efforts.
Maintains local evidential matter and supporting documentation associated with Enterprise and Aviation business processes as well as OSD assertion requirements.

Qualifications
To qualify for a Lead Program Analyst (Procure to Pay Audit Remediation and Sustainment), your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including minimum qualifications and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Knowledge of internal controls and audit readiness end-to-end processes, programs, and objectives.
Comprehensive knowledge of and the ability to negotiate effectively with management to accept and implement audit remediation and sustainment requirements.
Knowledge of Federal, Department of Defense (DoD), and DLA contracting laws and regulations
Ability to communicate effectively (writing, briefings, power point presentations).
Demonstrate the ability to lead a team or a major directorate/command level project.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
