Duties
As a Supervisory Management Analyst, you will:
Oversee the most challenging and complex PHAs and provide mastery-level advisory assistance to staff in developing solutions to the most complex of PHA management, physical, financial, governance, and operational issues.
Positively influence and skillfully negotiate with PHAs in executing agreements and arrangements for the recovery of troubled public housing inventory and maintaining the viability of the program for the long-term.
Articulate and communicate assignments, potential program issues problems to be addressed, project milestones, and deadlines and timeframes for completion.
Coach the staff in the selection and application of appropriate problem-solving methods and techniques, and provide advice on work methods, practices and procedures.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal Service. Specialized experience for this position includes:
Analyzing and evaluating issues related to office operations, policies and procedures; AND
Contributing to the development of policies; AND
Developing reports for management officials that outline findings and solutions or recommendations for improvements; AND
Leading/coordinating projects or teams AND/OR building relationships in designated communities with organizations, federal, state, or local agencies (e.g., government and advocacy groups).
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14 you must have been at the GS-13 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
