This position is located at the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Richmond VA Medical Center (VAMC) in the Clinical Informatics department. This position supervises the Supplemental Applications team, which helps implement, and provide technical/user support for non-CPRS/VistA clinical applications. Examples of these applications include Aimedica clinical calculators, Engineered Care Patient Care Plan, eScreening, Patient Case Manager (PCM), and QGenda.

Duties

Major Duties include but are not limited to: Program and Partnership Management Responsible for management, assessment, design, integration, modification, maintenance, and analysis of programs and processes related to the field of health informatics including administrative and clinical data and data management services or systems, and the electronic health record and related systems, with the goal of improving patient care, population health, reducing costs and waste, and improving the staff experience across VA. Serve as liaison between clinical staff and technical staff, and manage all administrative aspects of their programs and projects. These responsibilities will be performed in consonance with the service's mission and goal statements, philosophies, policies, procedures, goals, and objectives to ensure that timely, safe, efficacious, and cost-effective services are provided. Provides planning, oversight, management, assessment, and analysis of assigned informatics program functions of high complexity. Develops targeted, mission-aligned, program goals and objectives that are clearly defined, specific, measurable, attainable, relevant, and timely. Develops and implement policies, procedures, and organizational tools to ensure program success. Technical and Data Management Serve to manage one major, distinct, health informatics program at the facility and will coordinate with and provide cross-coverage for other informatics programs and their managers when needed. Effectively creates, integrates, disseminates, and manages data for all enterprise applications, processes and entities requiring timely and accurate data delivery. Evaluates content quality and assure access to knowledge resources, eliminating redundancy in duplicate data sources, and improving information interoperability across the organization. Enables healthcare capabilities and the evolution of technology adjoined to the electronic health record (EHR) to deliver quality care by developing, implementing, monitoring, maintaining, and optimizing informatics tools and access to them. Adapts clinical software and emerging technologies to optimize the delivery of care through effective education and communication, innovations in process management, and high-quality customer service achieved by working in close partnership with clinical and administrative services. Ensures clinical input in the development and management of the (VHA) business architecture, which structures and communicates the VHA healthcare business, and includes descriptions of business behaviors, functionality, processes, and the flow of information that is required to achieve VHA's mission. Evaluates, documents, analyzes, prioritizes, and recognizes requirements for the improvement of the EHR and other systems in collaboration with the end-user. Supports the initial phase of requirements analysis where information is gathered on what an IT system needs to perform by engaging with business owners, subject matter experts (SME), and/or field representatives. Education and Change Management Uses communication, education, and leadership to support comprehension of and adaptation to organizational updates. Adapts clinical software and emerging technologies to optimize the delivery of care through effective education and communication, innovations in process management, and high-quality customer service achieved by working in close partnership with clinical and administrative services. Provides communication channels to clinical and business teams to support deployment, sustainment, and optimization efforts; includes communication among all stakeholders through each level of the organization, to facilitate and support change. Performs activities that support the management and delivery of educational experiences using information solutions and technology in all areas of healthcare. Managerial & Supervisory Responsibilities Supervises a staff of Informaticist employees to accomplish the work of the health informatics office. Exercises supervisory authorities and responsibilities involving work assignments and reviews and approve or reject daily and long-range work requirements. Exercises supervisory authorities and responsibilities involving administrative and personnel management functions relative to the staff supervised. Supervises, plans, and directs overall personnel management activities. Reviews positions to determine the need and accuracy of position descriptions and recommends changes in position descriptions, subject to approval by higher level officials. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/01/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Examples of specialized experience includes independently performing a full range of data analysis, to include collecting, evaluating, and synthesizing of data; applies an end-to-end process to evaluate workflows, identify issues, and develop solutions based on best practice guidelines; experienced knowledge and use of national database architecture and file structure, analytical techniques, and clinical applications development techniques; acquainted with technologies that are likely to benefit healthcare delivery processes to troubleshoot functionality issues and develop solutions; and ensures the success of multidisciplinary teams to lead and manage informatics-related projects. You will be rated on the following Competencies for this position: Customer Service (Clerical/Technical) Education and Training Health Informatics Technology Management Preferred Experience: Previous Supervisory experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
