Security Training is seeking a Senior Budget Analyst to promote sound financial management business decisions within DCSA, enhance business practices, and efficient & effective financial management processes. In this role you will executive a variety of duties within the Directorate involving all phases of the DoD PPBE process. This is a great opportunity for those that have obtained, or are interested in obtaining DoD Financial Management Certification Level 3.

- In accordance with DoD Instruction 1300.26, personnel assigned to this position must obtain DoD Financial Management Certification Level 3 within 2 years of appointment date. If certified, certification must be maintained IAW DoD Instruction 1300.26.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG 12 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience.
Specialized experience for this position includes: Experience with various budget functions involving the formulation, justification, and execution of budgets, programs and projects to include the follow: Experience with budgetary formulation principles as well as knowledge of how these principles integrate within an organization to include reporting tools and analytical methodologies: Experience with the characteristics and parameters of general fund appropriations and/or working capital funds: Experience with existing laws, regulations, policies and practices used to solve financial management issues and determine and/or recommended courses of action: Experience with budget execution involving the ability to manage budget requirements by allocating, monitoring and analyzing budgets in compliance with DoD and other statutory/regulatory guidance: Experience with financial management systems. Must be able to utilize integrated federal financial management systems and sub-systems to extract data, identify and resolve system problems, and maintain data integrity.
Specifically you will be evaluated on the following competencies:
Performance Management- Knowledge of performance management concepts, principles, and practices related to planning, monitoring, rating, and rewarding employee performance.
Financial Management Systems- Utilize integrated federal financial management systems and sub-systems to extract data, identify and resolve system problems, and maintain data integrity.
Financial Management- Prepares, justifies, and/or administers the budget for program areas; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies; assesses financial condition of an organization.
Decision Support- Conduct financial, economic and/or accounting analysis in order to make informed decisions, and/or provide information to decision-makers, to better utilize resources and improve mission effectiveness.
Concepts, Policies and Principles of Budget- Apply the DoD Planning, Programming, Budgeting and Execution (PPBE), fiscal law, policies, regulations, principles, standards and procedures to financial management activities.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
