The primary purpose of this position is to serve as the Civilian Pay and Budget Execution Analyst for the DoD Cyber Crime Center (DC3), charged with providing effective and efficient management of resources that are linked to strategic planning, budgeting, and performance reporting.

Duties

1. As a Subject Matter Expert (SME), performs complex budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding, such as direct annual, multi-year, and no- year appropriations; apportionments; allotments; transfer of funds from other agencies; revenue from industrially funded operations; and refunds. 2. As a SME, provides advice, assistance, and guidance on budgeting and conducts comprehensive analyses, reviews, and special studies of budget and/or related information for assigned programs/organizations. 3. Conducts analyses, reviews, and special studies of budget and/or related information. 4. Performs miscellaneous duties in support of Civilian payroll functions. Provides customer service in person or by telephone, and completes correspondence (e.g., answers written inquiries, prepares letters to obtain missing information, etc.) related to civilian pay. 5. Processes a variety of complex payroll authorization documents (e.g., leave authorization forms, saving bonds and allotments, employee organization deductions, etc.), makes computations, and prepares proper forms for the pay of the full variety of civilian positions.

  • The position requires the employee to occasionally travel away from the normal duty station
  • The employee must be willing and able to travel on military and commercial aircraft

  • This is a Testing Designated Position. The employee is subject to random drug testing
  • This position requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required for the position
  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d

  • Prior work or active duty experience to determine leave accrual may be considered for this position

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of the concepts, principles, practices, laws and regulations of the Federal budget process and the DoD planning programming-budgeting system in order to formulate long-range (multi-year) budgetary plans, and serve as advisor and consultant to the Executive Director and other senior management on the Federal budget process. In addition to having knowledge of extensive and diverse financial regulations, operations, and procedures relating to civilian pay and/or time and leave matters to resolve nonstandard transactions, complaints, or discrepancies. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget to support the mission, structure, goals, work processes, and programs of support activities/organizations. 2. Knowledge and familiarity of Civilian pay process, associated tools (i.e., DCPS, DFAS Remedy), and dependencies (i.e., human resources onboarding pay artifacts, ATAAPS entries, DFAS process). 3. Knowledge of automated data processing software programs and capabilities used to accomplish budget/funding tasks. 4. Skill in gathering, assembling, and analyzing source of factual information, such as that found in accounting reports, payroll records, work reports, or inventory and supply data. 5. Skill in preparing written forms, schedules, and reports related to the obligation and expenditures of funds. 6. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
