Duties
The incumbent has full managerial responsibility for the office and reports directly to the Scheduling Supervisor. The incumbent participates in program planning and evaluation to ensure accomplishment of program goals and objectives, assumes an active role in the administration of day to day program operations, and coordinates and integrates work efforts within and outside the office in producing quality customer service. The incumbent fosters an environment that encourages the team philosophy and assists the Scheduling Supervisor in monitoring team performance, growth, training and development in meeting agency performance objectives as defined by agency and office goals, team goals and customer satisfaction data, The incumbent assists in exercising personnel management responsibilities and ensuring human resource programs are implemented within the office. ln the absence of the Scheduling Supervisor, the incumbent may assume full responsibility for core operations.
Work schedule: The schedule for these positions is Monday-Friday, 10:15-18:45 . Due to the mission of the National Cemetery Scheduling Office, the office is open seven days a week. The work supervised occurs between 7:00 a.m. and 6:45 p.m., seven days a week. Schedules will be determined by management and may be modified or changed based on operational needs. Staff will be required to work overtime, weekends and holidays when necessary to meet the needs of the office.

The full performance level of this position is GS-11. At the GS-09 level, you will perform similar duties but under closer supervision.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 12/26/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement.
For a GS-9 position you must have served 52 weeks at the GS-07.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade. You may qualify based on your experience and/or education, as described below:
GS-09 LEVEL:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 for the GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: administrative/office work experience that includes work such as gathering and analyzing data, using automated data processing equipment to generate a variety of reports, establishing priorities and meeting deadlines, and supervising and managing an office staff.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
OR
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the first 18 semester hours of graduate-level education earned.
