Duties
This Supervisory Equal Employment Specialist position is located in Civil Rights and Liberties, Ombudsman & Traveler Engagement (CRLOTE), EEO Management, EEO Branch, Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
As an expert and technical advisor for EEO Complaint Management Branch, the Section Chief applies laws, executive orders, court decisions, decisions issued by the U.S. Equal Employment Opportunity Commission (EEOC) and the U.S. Merit System Protection Board (MSPB), EEOC regulations and guidance, and TSA policy to provide authoritative advice on the processing of EEO complaints from the informal stage through issuance of the Report of Investigation.
Provides technical assistance, advisory services, and guidance on issues that impact the processing of complaints for the agency and its employees while complying with applicable laws, regulations, policies, and procedures.
Analyzes systems, processes and procedures for assigned program area(s). Guidelines and standard operating procedures (SOPs) exist and can be directly applied; judgment is used to select which guideline(s) is most appropriate, and when deviations may be considered. Incumbent coordinates all actions, as needed, with the agency, complainant, complainant representative, and management officials through the various phases of the process.
Exercises a full range of supervisory and personnel management authorities and responsibilities in directing the work of subordinate staff. Coordinates and evaluates subordinates' work to assure balanced workload and timely responses to assigned actions. Gives advice, counsel, or instruction to employees on both work and administrative matters. Develops job descriptions and assigns work to subordinates based on priorities. Determines selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
Supervisory/Managerial Probationary Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position.
Qualifications
To qualify for the SV-J Pay Band (equivalent to GS-14), applicants must possess one full year (52 weeks) of specialized experience equivalent to the SV-I (GS-13) in the Federal service. Specialized experience MUST include all the following:
Providing advisory services and/or guidance to an organization (i.e. supervisors, managers, employees) related to Equal Employment Opportunity (EEO) complaints and the investigation process; AND
Ensures EEO complaints are processed in accordance with regulatory requirements, policy, and current federal sector case laws including 29 CFR Part 1614; AND
Providing oversight, guidance, advice, and/or training to lower-banded/junior/or other EEO specialists to ensure timeliness of the EEO process.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
