This position is located in Division of Risk Management (RMS), Internal Control and Review Section and leads in the development, coordination, and implementation of internal control and risk management policies, procedures, and programs associated with the review and evaluation of the RMS's programs and operations.

Duties
Supports the Assistant Director, Internal Review and Control Section in directing the Division's risk management program to promote strong and effective internal controls, efficient operations, and compliance with regulations, policies and procedures.
Plans, conducts, and prepares reports related to operational, internal control, and compliance reviews of Division program and operations.
Establishes the review objective and scope, develops detailed review programs and questionnaires, determines the nature and extent of testing, collects and analyzes information, compiles working papers, discusses review results and recommendations with Division management, prepares written reports, and follows-up on recommendations.
Provides recommendations for improvements and changes to Division programs and guides with the implementation of changes.
Develops and presents proposed audit and enterprise risk related recommendations to the Assistant Director for execution.
Serves as a liaison between Division program offices, Office of Risk Management and Internal Controls (ORMIC), Office of lnspector General (OIG) and Government Accountability Office (GAO) auditors, including scheduling entrance and exit conferences, facilitating meetings and fulfilling auditor document request, coordinating management responses to reports, and monitoring the implementation of corrective actions agreed to by management.
Reviews ORMIC OIG and GAO audit reports pertaining to the Division to identify unfavorable trends requiring changes to program operations and/or policies. Collaborates with Division management to discuss and formulate recommendations for correcting problems.
Qualifications
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG/GS-13 grade level or above in the Federal service. Specialized experience is defined as:
Experience assisting in developing and applying policies and procedures to internal control and review program activities, leading designing, designing and performing operational, internal control, compliance reviews and risk assessments, reviewing audit and enterprise related improvements, identifying processes or procedures which could be improved, determining alternative courses of action for change, and preparing and presenting oral and written reports to executive management.
