This position is part of the Selective Service System, Public and Intergovernmental Affairs, Data Management Center. The incumbent will be responsible for system requirements analysis and automated system design.
Duties
Monitors operations of systems which contain a variety of complex features, such as numerous input and output files, complex data manipulation, table handling, online processing and modifications.
Creates and maintains SOPs and data management operations.
Performs in-depth analysis of existing automated and manual systems to determine what can be used or changed.
Serves as an application administrator, performs general administration actions such as user access control and system performance corrections.
Qualifications
For all positions applicants must have IT-related experience demonstrating each of the four competencies listed below.
Attention to Detail- Is thorough when performing work and conscientious about attending to detail.
Customer Service- Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication- Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving- Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
AND MEET THE SPECIALIZED EXPERIENCE:
At the GS-11 level, you must meet one of the following qualifications:
A. One year of specialized experience equivalent to at least the GS-9 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience must include all of the following: 1) Manage the operation and maintenance of application systems 2) Translate user's functional requirements into technical requirements or transform technical specifications into functional requirements for users; 3) Assist with installation and maintenance of approved software, hardware; and 4) Document the systems functions and specifications.
OR
B. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related in one of the following - computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

C. A Combination of education and experience as list above.
At the GS-12 level, you must meet the following qualification:
One year of specialized experience equivalent to at least the GS-11 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience must include all of the following: 1) Uses programming techniques, diagnoses and corrects errors in logic and coding; 2) Performs feasibility studies in order to develop information systems to meet user requirements; 3) Troubleshoots hardware and software related problems; and 4) Draft procedures for running software test and evaluations

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
