This position is part of the Air Force Elements, U.S. Transportation Command. The incumbent will develop, design, and manage communication methods that effectively convey strategic information supporting organizational changes pertaining to the Joint Transportation Management System (JTMS) program.
Duties
As a SUPERVISORY CHANGE MANAGEMENT AND COMMUNICATION SPECIALIST at the NH-0301-4 some of your typical work assignments may include:
Plans, organizes, and directs the activities of the Joint Transportation Management System Joint Program Division's Organizational Change Management and Communications Branch, ensuring that all organizational change management and communications-related program activities comply with legal and regulatory requirements and meets customer needs.
Develops goals and objectives that integrate organization, change management, and strategic communications objectives.
Oversees planning and delivery of all stakeholder briefings and senior leader engagements on behalf of the JTMS program.
Directs efforts to continually monitor internal and external site acceptance of JTMS-related processes, tools, strategy and technology to anticipate needed adjustments in OCM or training.
Establishes, develops, and maintains effective working relationships with USTRANSCOM Public Affairs, USTRANSCOM's Staff Judge Advocate, the USTRANSCOM Commander's Action Group, and other change agents and governing bodies across the Joint Deployment and Distribution Enterprise.
Guides the branch in the identification of key stakeholders and drives change across the enterprise through stakeholder collaboration building awareness at all levels across the DoD and with Commercial partners.

Qualifications
You may qualify at the NH 04 , if you fulfill the following qualifications:
One year of specialized experience equivalent to the NH-03 (GS-12) grade level or equivalent under other pay systems in the Federal service, military or private sector as listed below:
Experience with processes and procedures related to Organizational Change Management (OCM) including strategies such as agreement on a common vision for change, strong ability to communicate the vision and sell the case for change, a strategy for educating employees about how day-to-day work will change, and a plan for how to measure success.
Experience of organizational missions, objectives, procedures, and regulatory framework of transportation/ logistics management programs within which other federal agencies and industry operate.
Experience communicating effectively in writing with all levels of personnel in both federal and commercial organizations.
Experience persuading others to accept recommendations, work toward an agreement, and negotiate mutually acceptable solutions.
Experience developing and maintaining effective relationships and to communicate effectively, both orally and in writing.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
