Duties

PRIMARY PURPOSE: To serve as Director, Chief of Staff, exercising supervisory and managerial authorities over the Chief of Staff. Represents, advocates and serves as Command and Control (C2) Systems Subject Matter Expert for the Commander on Global Air Mobility mission support at the strategic, operational and tactical levels covering a wide range of responsibilities such as advocating and integrating new C2 software applications to increase mobility air force planning, tasking, execution and assessment efficiencies, resolving complex personnel and financial issues involving military, civilian and contract personnel for the organization and HQ 18 AF and developing and advocating courses of action for global operations based on predictive analysis techniques. DUTIES: Plans, organizes, and oversees the activities of the Chief of Staff. Exercises supervisory personnel management responsibilities. Represents the Chief of Staff and/or 618 TACC with a variety of AF, Joint Command agencies and interested organizations. Collaborates with various agency representatives from DoD, Government and non-governmental agencies to provide technical expertise related to air mobility support. Manages 618 TACC resources, including annual budgets, equipment. and personnel.

  • This is a Centrally Managed position in the Operations Career Field.
  • A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • Rated Officer experience is highly desired.
  • Must be able to obtain and maintain a Top Secret, Sensitive Compartmented Information (SCI) Security Clearance.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.
  • Incumbent may be required to be on standby to respond to emergency requirements, which could involve procuring transportation, resolving on-the-spot problems and assisting customers in emergency situations.
  • Incumbent may be required to work overtime.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • This position is designated as a key position TA W AFI 36-507. Duties of this position are essential to the accomplishment of wartime contingency operations.
  • Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available

Qualifications

In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Miscellaneous Administration and Program Series (0301) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-14 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include knowledge of DoD, Joint, Agency, and major organization operations. practices. policies and procedures to effectively cultivate, improve and enhance senior leadership command and control situational awareness including project development and execution. training. and advisory services; knowledge of planning. programming, and budgeting cycles; financial systems and restrictions on expenditure of funds: and standard contracting regulations. practices. and procedures; and knowledge of safety and security regulations. practices. and procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of DoD, Joint, Air Force and major organization operations. practices. policies and procedures to effectively cultivate, improve and enhance senior leadership command and control situational awareness including project development and execution. training. and advisory services. Ability to plan. organize, and direct the functions and mentor. motivate. and apprise staff of an organization through subordinate supervisors. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to communicate both orally and in writing. clearly. concisely and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
