You will serve as a NUCLEAR ENGINEER in the Nuclear Engineering and Planning Department, Assistant Nuclear Engineering and Planning Manager, Project Support Branch (Code 2301.2) of NORFOLK NAVAL SHIPYARD.

Duties

You will develop plans and provide technical direction over complex operations involved in the exchange of nuclear fuel cells on a nuclear-powered vessel. You will exercise technical control in the areas assigned on a project basis, of all types of shipyard work related to the overhaul and refueling of naval nuclear plants. You will recommend design and process modifications to eliminate malfunctions or improve performance. You will discuss and resolve operational and maintenance problems with the ship’s and shipyard personnel. You will keep abreast of all administrative and technical developments in the naval nuclear propulsion plant and related field. You will recommend necessary facilities instruments and training necessary for future projects.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience utilizing knowledge of concepts, principles, techniques, and practices of nuclear engineering such as reactor metallurgy, reactor physics, heat transfer, hydraulics, stress analysis, chemical and radiological control. Experience utilizing knowledge of design and operational theory of nuclear reactor fluid instrumentation, control, equipment and systems. Experience utilizing knowledge of theory, principles, techniques, practices of nuclear engineering that enables the engineer to serve as a technical consultant on projects relating to the overhaul, repair, testing of nuclear fluid, mechanical systems and components. Experience developing new approaches and modifying standard practices; recommending design and process modifications to eliminate malfunctions or improve performance. Experience in developing plans, and providing technical oversight, direction over complex operations involved in the exchange of nuclear fuel cells (and related problems) on nuclear powered naval vessels. Experience in reviewing engineering and production work to ensure the requirements for the propulsion plant work are met. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
