Duties
As a Health Scientist (Informatics), you will:
Perform a variety of informatics activities and analyses, related to school-based surveillance data processing, which includes loading, processing, and analyzing public health data;
Lead in designing, coordinating, and maintaining information technology (IT) project goals, objectives, and priorities;
Manage, administer, implement, and ensure security, maintenance, and operations of a mainframe database system for the collection, editing, storing, and processing of data generated from all Youth Risk Behavior Surveillance System activities;
Collaborate with users within and outside the Agency to refine and enhance the database;
Create specialized programs to track and diagnose computer system problems and uses utility programs to both prevent and recover from computer systems failures
Serve as an expert among epidemiologists, computer experts, data managers, and other public health personnel to identify the need for automation, outline the parameters and characteristics of the system, and ensure that the resulting system meets the needs of the user(s);
Create and maintain all documentation regarding mainframe database system including user's manuals, program documentation, data dictionaries, and standardized codes;
Evaluate the proposed design approach, development schedule, systems requirements and configuration, cost effectiveness, data administration, and systems integration to identify, prevent and correct unsatisfactory conditions and elements which influence the acceptability of the end product.

Basic Qualifications:
Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education(http://ope.ed.gov/accreditation/ at the time the degree was obtained.
Minimum Qualifications:
To qualify at the GS-13 grade level, you must have at least one year of specialized experience at or equivalent to the GS-12 grade level, which must include the following experience: experience using analytic software, such as SQL, SAS and SUDAAN to audit data integrity, evaluate data entry software reliability, and identify and explain unexpected data, trends, or inconsistent survey findings.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
